VOV.VN - Prime Minister Pham Minh Chinh on December 17 requested relevant ministries and localities to accelerate housing policies to ensure affordable access for all residents, saying no one should be left behind in exercising the right to housing.

Ho Chi Minh City is stepping up efforts to simplify administrative procedures and clear hurdles in developing social housing, including new rules to speed up the issuance of construction permits to make things easier for business and investment.

The Government has issued a decree detailing the establishment of the national housing fund and measures to implement the National Assembly’s Resolution No. 201/2025/QH15, adopted in May this year on piloting a number of special mechanisms and policies to develop social housing.

Prime Minister Pham Minh Chính, who is also head of the Central Steering Committee on Housing Policy and Real Estate Market, has demanded stricter oversight and transparency in the approval, sale, rental, and rent-to-own processes of social housing units.

Vietnam’s Ministry of Construction has proposed the creation of a National Housing Fund, with initial capital of VND 5-10 trillion (US$200-400 million), aimed at boosting social housing supply for low-income groups.
