Of these, 146 projects have been completed (more than 103,000 units), 144 are under construction (over 127,000 units), and 402 have received investment approval (over 400,000 units), fulfilling 59.6% of the target set in the program to build one million social housing units by 2030.

Ho Chi Minh City has completed more than 4,000 units, is building nearly 13,000 units, and expects to complete almost 7,000 units by the end of the year (53% of its annual plan). The city also plans to allocate more than 1,000 hectares of land for social housing by 2030.
In his speech, PM Pham Minh Chinh stressed that social housing development is a major, humanitarian policy that ensures social security, human rights, and serves as a driver of sustainable growth. He requested further institutional improvements, streamlined procedures, and strong engagement of the entire political system, with the determination to finalize 100,000 social housing units in 2025.
The PM underlined the need to prevent corruption, misconduct, and policy profiteering during the implementation process.
He called on Hanoi and Ho Chi Minh City to actively expand their social housing stock, including policies for the armed forces. Ministries, sectors, and localities were asked to incorporate social housing targets into Party congress resolutions for the 2025-2030 term, while reviewing the housing needs of officials, civil servants, and workers facing difficulties to provide suitable solutions.
