Social housing development must accelerate to meet public demand

VOV.VN - Promoting social housing development is an urgent task to meet the significant needs of the people while ensuring a stable, transparent, and healthy real estate market, said Prime Minister Pham Minh Chinh.

Presiding over the second session of the Central Steering Committee on Housing Policy and the Real Estate Market in Hanoi on October 11, the PM pointed out that the Government has issued multiple resolutions, directives, and guidance related to housing and the real estate market, assigning 41 specific tasks to ministries, agencies, and local authorities to remove obstacles and increase housing supply.

However, the reality shows that the market still faces many challenges. Property prices have continuously risen in many localities, exceeding the affordability of most people. At the same time, the supply of social housing and affordable commercial housing remains insufficient, and project implementation is slow. Moreover, real estate brokerage activities remain opaque, and market information is incomplete, causing disruption and difficulties for buyers.

To address these issues, the Prime Minister stressed the need to expand social housing supply, implement measures to reduce investment costs to lower product prices, and make housing more accessible to the public.

Tax and credit policies must be appropriately regulated to prioritise funding for social housing and affordable commercial housing while strictly controlling funds flowing into speculative segments. These are key measures to both meet housing demand and prevent profiteering and price inflation in the market.

According to the Ministry of Construction, approximately 89,000 social housing units are expected to be completed nationwide in 2025, with 16 localities potentially exceeding their targets. The goal is to build about one million social housing units nationwide by 2030.

The Prime Minister urged local authorities to actively remove obstacles and accelerate project implementation, allocate land, and provide appropriate priority policies. In mountainous areas, social housing does not necessarily need to be high-rise and can be developed as low-rise housing.

In addition, the Prime Minister requested that ministries, agencies, local authorities, and media outlets promote and replicate effective models and practices nationwide. Issues within the authority of the Government, ministries, and localities will be addressed immediately, while remaining obstacles will be resolved through resolutions by the National Assembly or the Government.
