Party chief urges stronger push for science, technology and digital transformation

VOV.VN - Party General Secretary To Lam has called for stronger and more decisive implementation of policies on science, technology, innovation and digital transformation to support the country’s long-term development.

The call was made during the first meeting of the standing members of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation in 2026, held at the Party Central Committee headquarters in Hanoi on March 12.

General Secretary To Lam praised the constructive and practical contributions of delegates and acknowledged the progress made in implementing recent policies. He noted that most of the assigned tasks have been completed, bringing tangible results and helping ministries, sectors and localities gradually integrate science and technology into their core functions.

Some successful cooperation models between businesses and research institutions have also emerged, while the active participation of domestic and international scientists and the business community has been particularly encouraging.

However, he stressed that many tasks are unfinished and some initiatives have been implemented slowly or superficially.

In some cases, the Politburo’s Resolution 57 on science, technology, innovation development has been carried out in a formalistic manner, without substantial change. Institutional bottlenecks also remain unresolved, preventing scientific innovations from being effectively applied in production or commercialised.

To address these shortcomings, the Party leader emphasised the need for stronger, more systematic and more effective implementation of Resolution 57.

“Each task must be associated with concrete results, and each programme must solve major challenges in the country’s development process,” he said.

He also highlighted the guiding principle for 2026 as a year of breakthrough action and the expansion of effective results, stressing that outdated approaches should no longer be accepted.

Key obstacles, including those related to data infrastructure, shared digital platforms, equipment, human resources and financial mechanisms, must be addressed decisively and thoroughly, he added.

The General Secretary outlined major priority tasks for ministries, sectors and localities, urging coordinated solutions to remove identified core bottlenecks.

He emphasised the importance of accelerating the application of science and technology to improve labour productivity, enhance workforce quality and strengthen corporate governance.

Ministries and localities were asked to review and assess the technologies currently used in production sectors in order to upgrade or transform them, thereby boosting productivity and efficiency.

Such improvements, he noted, would directly contribute to Vietnam’s goal of achieving double-digit economic growth.

The Party leader also called on the Party committees of the National Assembly, the Government and the Ministry of Justice to conduct a comprehensive review of laws related to science, technology, innovation and digital transformation.

The results will help shape the legislative agenda for the 16th National Assembly and guide the development of future legal strategies.

In addition, ministries and localities were urged to continue improving flexible financial mechanisms, accelerate the development of national data infrastructure, and promote strategic technologies.

The General Secretary also highlighted the importance of improving the quality of human resources and expanding international cooperation in science and technology, with the goal of selectively adopting advanced technologies from abroad and applying them to meet domestic market needs.

Such efforts, he said, should ultimately lead to the development of concrete technological products that contribute effectively to Vietnam’s economic growth and national development.

The meeting was attended by Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Permanent member of the Party Secretariat Tran Cam Tu.
