PM seeks financial autonomy reform in science and technology sector
VOV.VN - Prime Minister Pham Minh Chinh has instructed the Ministry of Science and Technology to draft and issue guidelines granting greater financial autonomy and accountability to research institutions, with completion targeted for March 2026.
The directive was delivered on February 23 during his visit to the Vietnam Academy of Science and Technology (VAST), where he also presented the institution with the First-Class Labour Order in recognition of its scientific contributions.
He said reforming financial mechanisms is critical to unlocking innovation and enabling greater operational flexibility and efficiency. He called for a shift from administrative control to results-based management, emphasising clearer accountability in research objectives, deliverables, applications and measurable national impact.
Scientific work must go beyond publication, he said, urging a transition from “task-based thinking” to “outcome-based thinking,” in which projects generate tangible economic and social value.
Scientists at the meeting highlighted limitations in existing financial procedures, saying they constrain collaboration, talent mobilization and commercialization of research outputs.
According to the Prime Minister, science, technology, innovation and digital transformation are key growth drivers under the 14th National Party Congress Resolution for 2026–2030, which sets ambitious economic development targets.
He urged VAST to prioritise core and foundational technologies, including artificial intelligence, semiconductors, biotechnology, advanced materials, marine technology, space technology and climate adaptation.
He also underscored the importance of building national science and technology databases and strengthening the application of AI and big data in research.
The Prime Minister encouraged closer collaboration between research institutions and the private sector, urging laboratories to open up to enterprises and position businesses at the centre of the innovation ecosystem.
Mechanisms should be introduced to enable scientists to commercialise findings and translate inventions into market-ready products, he said.
Vietnam aims to elevate VAST to become one of Southeast Asia’s leading research institutions by 2030, with internationally competitive capabilities in key scientific disciplines.
