Lawmakers pass national target programme for rural, ethnic minority development
VOV.VN - The National Assembly on December 11 approved a resolution to implement a national target programme for new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the period 2026–2035.
Of the 440 lawmakers present, 430 voted in favour, representing 90.91% of the assembly.
The resolution integrates three former national target programmes (on new-style rural development, on sustainable poverty reduction , and on socio-economic development in ethnic minority and mountainous areas) and sets out a comprehensive framework to modernise rural areas, promote sustainable development, and preserve local cultural identities.
The programme places a high priority on ethnic minority and mountainous communities, as well as border regions and islands, and establishes clear objectives and measurable targets for the 2026–2035 period.
It also defines the programme’s beneficiaries, emphasising particularly disadvantaged communes and ethnic minority communities, while adjusting budget allocation principles to prioritise these areas.
The resolution provides greater flexibility for local authorities to manage resources and implement projects in line with local conditions. Management mechanisms allow the government and Prime Minister to oversee programme implementation and clarify responsibilities for agencies involved. Special provisions are also included to ensure decentralisation and enhance local autonomy.
Before the resolution was adopted, Minister of Agriculture and Environment Tran Duc Thang emphasised that integrating the three programmes will not disrupt existing policies, and that the government is committed to executing the programme decisively to improve livelihoods and promote sustainable development, particularly for ethnic minority and mountainous communities.
