National Assembly approves special mechanisms for big projects in Hanoi
VOV.VN - The National Assembly on December 11 approved a resolution introducing special mechanisms and policies to expedite major and strategic projects in Hanoi.
The Resolution which received 431 votes in favour out of 435 deputies at present, is to take effect on December 12, 2025, and will be implemented for five years.
The Resolution lays out key principles to ensure that Hanoi’s urban development projects are implemented with high quality and efficiency, supporting the city and national growth in the new era. It emphasises targeted, transparent, and cost-effective application of special mechanisms and policies, with measures to prevent corruption, waste, vested interests, and exploitation during project execution.
Under the new framework, the Municipal People’s Committee will decide on urban redevelopment, renovation, and reconstruction projects, including demolishing residential buildings, upgrading city blocks, and approving detailed urban planning for project areas. Authorities can set planning, architectural, and population density indicators for projects in the historic inner city beyond existing general or subdivision plans, while ensuring adequate social and technical infrastructure.
Meanwhile, the Municipal People’s Council is responsible for approving project lists and determining compensation, support, and resettlement measures, aiming to balance the interests of residents, the state, and businesses. Compensation for land acquisition may reach up to twice the standard rate, depending on the project. The council also oversees that land recovery and project implementation avoid financial loss, corruption, or social unrest.
The resolution allows for temporary land allocation to investors to begin construction once at least 75% of affected property owners agree to planning, compensation, and resettlement plans. Projects may proceed independently of formal investment approval, with funding for compensation and resettlement drawn from the city budget and lawful sources.
Hanoi authorities, including the chairman of the People’s Committee, will also have the power to approve or adjust the city’s master plan and general planning to support these projects, after consultation with relevant ministries and council approval.
In cases where provisions conflict with existing laws or the Capital City Law, the resolution prevails. Future national laws or resolutions offering more favourable incentives may be applied at the discretion of the Hanoi People’s Council. Special mechanisms under this resolution will also be considered in future amendments to the Capital City Law.
Finance Minister Nguyen Van Thang, speaking on behalf of the government, said the mechanisms aim to accelerate implementation of large-scale projects, following directives from the Party Central Committee and the Hanoi Party Committee, while ensuring compliance and public consensus.
