Key lawmakers prioritise personnel planning for next term
VOV.VN - Personnel preparations for the next parliamentary term took centre stage at the National Assembly Standing Committee's 56th session in Hanoi on April 1, with National Assembly Chairman Tran Thanh Man underscoring the decisive role of staffing work in shaping the effectiveness of the state apparatus.
Chairing the meeting, top legislator Man described personnel planning as a “particularly important” task, stressing that careful, methodical and transparent preparation would be critical to ensuring the quality and performance of the 16th National Assembly.
According to him, the process must strictly comply with legal procedures and Party guidelines, with tight control at every stage, from nomination and appraisal to final submission, to avoid errors, subjectivity or formalism. He emphasised that personnel selection should not be a mere procedural exercise, but must involve a thorough assessment of candidates’ capabilities, integrity, and their capacity to effectively handle real-world governance challenges.
He added that building a well-balanced structure of officials is essential to meet the country’s needs in a new development phase, noting that personnel preparation should not be limited to paperwork but must reflect long-term strategic vision.
Alongside personnel matters, the committee is also reviewing a broad legislative and policy agenda. This includes draft laws, notably amendments to the Law on Social Insurance, which carries significant implications for workers and the national social security system. Despite delays in submission procedures, the draft is being considered due to its urgency.
The key lawmakers are also discussing key five-year frameworks for 2026–2030, including socio-economic development plans, national financial strategies, public debt management, and medium-term public investment programmes. These plans are expected to shape Vietnam’s development trajectory and macroeconomic balance in the coming years.
National Assembly Chairman Man urged relevant agencies to conduct thorough impact assessments to ensure proposed policies are feasible, sustainable and avoid inefficiencies or overly broad, unfocused implementation.
During the session that lasts one and a half days, the committee will also review government reports on socio-economic performance and the state budget in 2025, as well as early 2026, alongside reports on thrift practices, anti-waste efforts, and the 2024 state financial statement and budget settlement.
The chairman called for stronger discipline in document preparation, warning against delays, incomplete submissions or the practice of adding items to the agenda only to request postponement or withdrawal later.
He also stressed the need for accountability and efficiency in discussions, urging participants to provide clear, substantive opinions and focus on key issues. Issues that are ready should be decided promptly, while unresolved ones must come with defined roadmaps and clear responsibilities.
Concluding his remarks, the chairman reiterated that personnel preparation remains the core priority of the session, noting that well-executed, forward-looking planning will lay a solid foundation for the effective operation of the 16th National Assembly and support Vietnam’s development goals in the years ahead.
