Cadre assessment must serve as basis for personnel assignment

VOV.VN - The Politburo has said that the assessment and classification of collectives and individuals must shift from subjective assessment to substantive evaluation, based on data, criteria, results and verified work outputs.

Tran Cam Tu, Standing member of the Secretariat of the Party Central Committee, has signed Conclusion No. 12 of the Politburo on the results of reviews, evaluation and classification of quality for collectives and individuals of standing boards of provincial Party committees, municipal Party committees and Party committees directly under the Party Central Committee, as well as collectives and individuals who are leaders and managers of central-level agencies and units in 2025.

According to the Politburo, in some localities, agencies and units, there are individuals, including key officials, who failed to comply with Party principles and regulations on self-criticism and criticism; some were absent and did not undergo review in person but were still evaluated and classified. Contributions and feedback in some places were of limited quality, fell short of requirements, and in some cases showed signs of being perfunctory, formalistic or avoiding responsibility.

Some localities, agencies and units have not specified evaluation criteria for each position and group of positions linked to work outputs; scoring remains inconsistent and subjective, and does not follow prescribed criteria.

In some cases, evaluation and classification do not accurately reflect the level of task completion; some collectives and individuals proposed for the rating of “excellent task completion” had not met assigned targets or tasks, or those set by competent authorities; some localities, agencies and units proposed proportions of individuals rated “excellent task completion” exceeding the prescribed limits.

From these shortcomings, the Politburo requires that evaluation and classification must shift from subjective assessment to substantive evaluation based on data, criteria, results and verified work outputs. According to the Politburo, cadre assessment must serve as a “yardstick” for assigning and using personnel in line with decentralisation.

The Politburo requires Party committees and organisations that did not properly carry out reviews, evaluation and classification in 2025 to make corrections, draw lessons and deal with the situation of leniency, avoidance and formalism.

Specifically, for individuals who were evaluated and classified without undergoing review, supplementary reviews must be conducted. At the same time, a re-evaluation and reclassification must be carried out for collectives and individuals rated “excellent task completion” that do not meet criteria or exceed the prescribed proportion.

The Politburo also requires strict implementation of the rule that “the rating of the head must not be higher than that of the collective leadership, management body, organisation, agency or unit”.

Following the Politburo’s directive, plans must be developed immediately after reviews, evaluation and classification to clearly identify measures to remedy shortcomings, weaknesses and deficiencies of collectives and individuals. Responsibilities must be assigned to monitor, inspect, supervise and follow up on implementation, ensuring completion of corrective actions before April 15, 2026.

The Party Central Committee’s Organisation Commission is tasked with coordinating with the Central Inspection Commission to regularly monitor the situation, provide guidance, urge implementation and intensify inspection and supervision of reviews, evaluation and classification of Party organisations, Party members, and collectives and individuals who are leaders and managers at all levels. The Central Inspection Commission will incorporate this into inspection and supervision programmes of Politburo delegations in 2026.
