14th National Party Congress holds preparatory session in Hanoi
VOV.VN - The 14th National Congress of the Communist Party of Vietnam held its preparatory session at the National Convention Centre in Hanoi on January 19, with the participation of 1,586 delegates representing more than 5.6 million Party members nationwide.
The session marked the official opening of a major political event of strategic significance to the country’s future development.
Ahead of the preparatory session, Party and State leaders and delegates paid tribute to President Ho Chi Minh at his Mausoleum and laid wreaths and offered incense at the Monument to Heroic Martyrs on Bac Son Street, demonstrating respect for revolutionary traditions and the continuity of national values in Vietnam’s development journey.
During the session, the Congress is to approve its agenda and working regulations, election regulations, and a report verifying delegates’ eligibility, among other things. Delegates will meet in group discussions to study key documents submitted by the 13th Party Central Committee, including the Political Report and the report reviewing the Central Committee’s leadership and direction during the previous term.
One notable innovation of the 14th Congress is the application of information technology in its organization. All Congress documents, amounting to approximately 1,000 pages, have been converted from paper to electronic format and provided to delegates via tablet computers. Since January 10, the Party Central Office has distributed the tablets to all official delegates. Most delegates have proactively accessed and studied the materials in advance, contributing to more effective discussions and reflecting a strong commitment to innovation in organising the Congress.
The 14th National Congress is scheduled to officially open on the morning of January 20 and last till January 25. It will also welcome former Party and State leaders, former members of the Politburo, Secretariat and Party Central Committee, as well as representatives of various social groups, intellectuals, artists, religious dignitaries and outstanding youth from across the country.
The Congress carries a special historical mission, setting out a new development vision for the country amid a rapidly changing and complex global environment. Preparations for the Congress documents were conducted in a thorough, methodical, democratic and consultative manner. From mid-October 2025, draft documents were publicly released for broad consultation. Within just one month (October 15–November 15, 2025), nearly 14 million opinions were contributed by around five million officials, Party members and citizens, reflecting strong public engagement and broad social consensus on the Party’s major orientations.
According to the Party Central Committee’s Commission for Communication and Mass Mobilization, most feedback highly appreciated the scientific and rigorous approach taken by the Politburo, the Secretariat and the Party Central Committee in drafting the documents, and expressed confidence that substantive contributions had been fully absorbed to finalize the documents submitted to the Congress.
The Congress will deliberate and adopt several key documents, including: the Political Report of the 13th Party Central Committee; a report reviewing major theoretical and practical issues of the socialist-oriented renewal process over the past 40 years; a report summarizing 15 years of implementation of the Party Charter (2011–2025) and orientations for its revision; and a report reviewing the leadership and direction of the 13th Party Central Committee.
A notable breakthrough is that, for the first time, the Political Report, the central document of the Congress, has been integrated from three major reports (the Political Report, the Socio-Economic Report and the Report on Party Building) into a single, unified and coherent document, providing a comprehensive reflection of all aspects of national development.
Regarding personnel matters, the 14th Party Central Committee will be elected by secret ballot. The new Central Committee is expected to comprise 200 members, including 180 full members and 20 alternate members. Personnel preparation has been carried out in a strict, scientific, democratic and transparent manner, ensuring a balance between standards and structure, continuity and renewal, and experience and practical capacity.
The 14th Party Central Committee is expected to be a clean, strong and united collective, steadfast in pursuing national independence associated with socialism and closely connected with the people. Central Committee members are required to demonstrate exemplary qualities, competence, credibility and integrity; to dare to think, act and take responsibility for national interests; and to meet the demands of sustained, high-intensity leadership.
The 14th National Party Congress is expected to deliver strategic decisions of long-term significance, creating strong momentum for continued renewal and rapid, sustainable development, and guiding Vietnam into a new era of development.
