The agreement was reached during talks in Moscow on March 23 between Russian Prime Minister Mikhail Mishustin and visiting Vietnamese Prime Minister Pham Minh Chinh.

Both sides reaffirmed that energy, particularly oil and gas, remains a traditional pillar and a symbol of the Comprehensive Strategic Partnership between Vietnam and Russia. Against the backdrop of increasingly urgent global energy security challenges, the two leaders underscored their commitment to expanding cooperation not only in conventional energy projects but also in clean, renewable, and sustainable energy development.

A key highlight of the meeting was the signing of an intergovernmental agreement on the construction of a nuclear power plant in Vietnam. The two Prime Ministers described the deal as a significant step forward in peaceful nuclear energy cooperation and a new symbol of bilateral ties, contributing to Vietnam’s long-term energy independence and security.

Building on energy cooperation, both sides acknowledged positive progress in economic, trade, and investment ties, identifying these areas as key drivers of bilateral relations. They agreed to effectively implement the Free Trade Agreement between Vietnam and the Eurasian Economic Union, facilitating greater market access and promoting two-way investment.

The two leaders also stressed the need to address existing obstacles and elevate bilateral ties to a deeper, more substantive, and sustainable level. They consented to strengthen political trust through enhanced dialogue and regular high-level exchanges, creating a solid foundation for expanded cooperation across sectors.

In addition, science and technology were identified as a new pillar of cooperation, directly supporting strategic sectors such as energy, digital transformation, and artificial intelligence. Both sides agreed to promote joint research initiatives, technology transfer, and high-quality human resource training, including activities under the framework of the 2026 Cross Year of Science and Education.

Cooperation will also be expanded in transport, logistics, agriculture, education and training, culture, tourism, and people-to-people exchanges. Russia noted that Vietnam is an increasingly popular destination for Russian tourists, while Vietnam called for continued support in human resource development and favourable conditions for the Vietnamese community living and working in Russia.

The two Prime Ministers also welcomed the signing of multiple agreements between enterprises in energy, oil and gas, and transport, contributing to the effective implementation of intergovernmental commitments and strengthening energy security in the current context.
