Parliamentary cooperation enhanced as a key pillar of Vietnam – China relations
VOV.VN - National Assembly Chairman Tran Thanh Man of Vietnam and Chairman of the National People’s Congress (NPC) of China Zhao Leji agreed to deepen parliamentary cooperation as a cornerstone of the two countries’ relations, during their talks in Hanoi on August 31.

Chairman Man welcomed Chairman Zhao and his delegation on their official visit to Vietnam to attend the 80th Anniversary of the August Revolution and National Day on September 2, and co-chair the first session of the Inter-Parliamentary Cooperation Committee between the two legislative bodies.
He emphasised that the visit, coinciding with the Vietnam-China Year of Humanistic Exchange and marking 75 years of diplomatic relations, provides an important opportunity to deepen the bilateral relationship, strengthen cooperation between the two parties, and elevate inter-parliamentary ties.
Congratulating China on its remarkable achievements in recent years, Man expressed his confidence that the Communist Party of China, with Party General Secretary and President Xi Jinping at its core, would lead the Chinese people to achieve the “second centenary” goal, becoming a modern, prosperous, democratic, civilized, harmonious, and beautiful socialist power. He affirmed that Vietnam always values and prioritises the development of its relationship with China.
Zhao extended warm congratulations to the Party, State, and people of Vietnam on the remarkable achievements the country has recorded over the past 80 years. He highlighted the longstanding historical ties between the two neighboring countries, their shared struggles for independence, and mutual learning in building socialism, underscoring a profound fraternal friendship.
Both leaders acknowledged the progress of Vietnam-China relations in recent years and stressed the crucial role of parliamentary cooperation. They hailed the launch of the Vietnam-China Inter-Parliamentary Cooperation Committee as a milestone that establishes a structured mechanism for legislative collaboration.
Man proposed that inter-parliamentary cooperation be strengthened to become a cornerstone of Vietnam-China relations. He suggested alternating committee sessions every two years, enhancing exchanges at all levels, and supporting each other at regional and international parliamentary forums.
Both leaders agreed to deepen legislative collaboration in key areas such as drafting and improving laws, supervising major national issues, and promoting cooperation in economic, trade, and scientific-technical fields. Vietnam proposed that China support joint initiatives in transport infrastructure, trade facilitation, and local investment cooperation, while leveraging parliamentary deputies’ roles in strengthening people-to-people exchanges and the social foundation for bilateral relations.

In turn, Zhao affirmed China’s readiness to implement the shared understanding between the two parties’ general secretaries, enhance political trust, maintain high-level exchanges, and strengthen practical cooperation. This includes connecting the Belt and Road Initiative with the Two Corridors, One Belt project and jointly developing three standard-gauge railway lines linking the two countries.
Both sides vowed to boost cooperation at multilateral parliamentary mechanisms and promote social and cultural exchanges between citizens and localities.
The talks also touched upon maritime issues, with both sides agreeing to follow the high-level consensus, resolve disputes properly, and maintain a peaceful and stable environment.
Immediately after the talks, the two top legislators co-chaired the first session of the Vietnam-China Inter-Parliamentary Cooperation Committee. Both sides praised the launch of this new mechanism, noting that it symbolises a closer, more effective, and politically trusted partnership between the two legislatures.
They shared experience, discussed legislative oversight on major issues of common concern, and promoted collaboration in economic, trade, and science and technology areas, reinforcing parliamentary cooperation as a strategic pillar of Vietnam-China relations.
