Government’s Action Programme to implement Resolution on state sector development

VOV.VN - The Government of Vietnam on February 24 issued a resolution on an Action Programme to implement the Politburo’s Resolution 79 on the development of the state sector.

The Action Programme aims to institutionalise and ensure the consistent and comprehensive implementation of the orientations, objectives and policy measures set out in Resolution 79. It seeks to enhance efficiency, strengthen the leading and strategic role of the state sector, and improve governance in line with Vietnam’s socialist-oriented market economy.

Institutional reform and removal of bottlenecks

Ministries, sectors and localities are required to develop detailed implementation plans with measurable targets and clear monitoring and evaluation mechanisms.

A key priority is the review of the existing legal framework to address institutional bottlenecks affecting the state sector. The Action Programme also clarifies the separation between the State’s ownership function, regulatory management function and business operation function in state-owned economic organisations, in order to enhance transparency and efficiency.

Administrative reforms will focus on simplifying procedures, reducing compliance costs, minimising direct administrative intervention, strengthening decentralisation and delegation of authority, applying risk-based management principles and shifting from ex-ante controls to ex-post supervision.

Human capital development and talent attraction

The Action Programme prioritises improving the quality of leadership, management and professional expertise within state economic entities. Policies will be developed to attract and retain talent based on professional standards, ethical conduct and performance outcomes.

State sector development plans will be integrated into annual and five-year socio-economic development plans at ministerial and local levels, with appropriate financial resources allocated for implementation.

The Government underscores the importance of fair and transparent policy implementation in accordance with market principles in the mobilisation and allocation of national resources.

In coordination with the Ministry of Public Security, national databases will be leveraged to enhance monitoring and evaluation of the management and use of state capital, assets and resources, thereby supporting evidence-based policymaking and resource allocation.

Inspection, supervision and audit activities will be better coordinated to avoid overlap and minimise disruptions to normal operations of state economic entities.

The Action Programme also calls for a robust mechanism to protect officials who act in the public interest, including those who demonstrate initiative and assume responsibility in the absence of corruption or personal gain. Independent and transparent review procedures will ensure objective assessment of cases.

Data standardisation and communication

The Ministry of Public Security will continue to upgrade national databases, ensuring that data related to state economic resources are standardised, regularly updated, integrated and securely managed, thereby safeguarding national interests in cyberspace.

Violations related to the management of public finance, state assets, land, minerals and public investment will be strictly handled, with efforts made to recover misused or misappropriated assets.

The Ministry of Culture, Sports and Tourism is tasked with strengthening public communication to ensure accurate, objective and comprehensive information on the state sector, while addressing misinformation and misconduct that adversely affect state economic entities.

The Programme covers a wide range of areas, including land and natural resources; infrastructure assets; the state budget; national reserves; extra-budgetary state financial funds; state capital in enterprises (including those where the State holds 50% or less of charter capital); state-owned enterprises; state-owned credit institutions; and public service units.

Through coordinated and comprehensive implementation, Vietnam aims to improve the efficiency of public resource management and reinforce the strategic role of the state sector in sustainable national development.
