PM urges decisive action to implement Politburo Resolution on state-owned economic sector

VOV.VN - Prime Minister Pham Minh Chinh, Head of the National Steering Committee for implementing Politburo Resolution No. 79 on the development of the state-owned economic sector, chaired the Committee’s first meeting on February 1 in Hanoi.

In his opening remarks, PM Chinh noted that the Politburo has issued nine thematic resolutions covering all key areas of the country, including the private economy, the state-owned economic sector, healthcare, education, institutions, external economic affairs, energy and culture. These resolutions, he said, provide an important political foundation for realizing the country’s two 100-year development goals.

He said the 14th National Congress of the Communist Party of Vietnam was highly successful, clearly defining national orientations and development pathways for the coming years, with a vision toward 2045.

In the period ahead, the Party will prepare for the review of its 100-year history, from which it will set out a long-term vision, assess and forecast developments over the next century, and identify objectives, tasks and solutions for national development in the next 100 years.

According to the PM,  developing longer-term strategic thinking requires the ability to “see far, take a broad view, think deeply and act boldly,” alongside close monitoring and forecasting of developments, and the formulation of feasible tasks and solutions that deliver effective outcomes.

Regarding the implementation of Resolution 79 on the development of the state-owned economic sector, the Government leade  asked members of the Steering Committee to focus their input on the draft Government resolution issuing an action programme to carry out the Resolution, guided by the principle of “high determination, great effort and decisive action,” together with the “six clarities”: clear responsibility holders, clear tasks, clear timelines, clear authority, clear accountability and clear deliverables, to ensure effective implementation.

He also requested feedback on the draft National Assembly resolution on a number of breakthrough mechanisms and policies for developing the state-owned economic sector, closely aligned with the viewpoints, orientations and policy directions set out in Resolution 79.

These proposals aim to institutionalise mechanisms, policies and solutions to remove institutional and implementation bottlenecks, enabling more effective mobilisation of state resources such as land, natural resources, public assets, infrastructure, the state budget and national reserves, thereby creating tangible improvements in the performance of state-owned enterprises and state-owned commercial banks.

At the same time, PM Chinh  stressed the need to finalise the operating regulations of the Steering Committee to ensure substance over form, avoiding formalism and bureaucracy, and situations where there is extensive discussion but limited action.

Emphasising effective organisation and implementation, he called on participants to focus their intellect and efforts on contributing input for institutionalisation and the development of concrete mechanisms and policies for execution.

An  important lesson is that once a resolution is issued, corresponding resolutions of the Government and the National Assembly must promptly follow to implement resolutions of the Politburo and the Party Secretariat, he emphasized.
