Resolution 79 marks a significant evolution in Vietnam’s approach to the state sector. Rather than maintaining a dominant and encompassing role, the state sector is now positioned as a facilitator and catalyst for high-quality growth. The resolution emphasises that the state sector should operate under market principles, ensure fair competition and create space for private sector expansion.

State-owned enterprises are expected to focus on key, foundational and high-risk sectors where they can help reduce initial investment risks and stimulate private capital. They are envisioned as leaders in building value chains and fostering integrated economic ecosystems.

Resolution 80 reflects a comprehensive and forward-looking vision for revitalising and developing Vietnamese culture in the context of deeper international integration. For the first time, cultural development is explicitly linked with economic growth, market dynamics and cultural industries.

The resolution identifies cultural products not only as carriers of national identity but also as drivers of economic value and essential components of Vietnam’s soft power. It calls for proactive global integration while preserving and promoting the country’s distinctive cultural heritage.

The conference focused on clarifying the core principles, new elements and breakthrough orientations of the two resolutions. Based on these discussions, Party committees at all levels will develop action plans to ensure consistent and effective implementation.

The event aims to foster unity in awareness and action across the Party, the armed forces and the broader public, reinforcing Vietnam’s commitment to sustainable development that balances economic modernisation with cultural vitality.
