The province aims to welcome 22 million visitors in 2026, including approximately 5.4 million international arrivals. Russian travelers are viewed as a promising market segment due to their preference for longer stays and higher spending.

With well-developed tourism infrastructure, including airports, seaports, transport connectivity, and luxury resorts, Quang Ninh is positioning itself as an emerging destination for Russian visitors alongside established destinations such as Nha Trang, Phu Quoc, and Mui Ne.

Beyond premium hotels and beachfront resorts, the province has expanded its cruise tourism offerings, featuring modern overnight vessels equipped with accommodation, dining, and entertainment services tailored to high-end travelers.

Recently, Quang Ninh has ramped up tourism promotion activities targeting the Russian market. Several famtrip delegations and Russian travel companies have been invited to survey tourism products and experience activities such as kayaking, cave exploration in Ha Long Bay and Bai Tu Long Bay, sampling local cuisine, and combining travel with conferences and seminars.

Pham Anh Trung, an operator of heritage cruise routes linking Ha Long Bay and Bai Tu Long Bay, said Russian visitors are particularly interested in diverse and experiential tourism products and generally demonstrate strong spending capacity.

He noted that prior to the recent holiday period, the company hosted a Russian group that chartered an entire cruise vessel for a two-day, one-night journey in Ha Long Bay. According to him, the visitors expressed high satisfaction with the experience, especially local seafood cuisine.

Trung also observed that Ha Long Bay remains relatively unfamiliar to many Russian travelers, who are more accustomed to destinations such as Cam Ranh and Khanh Hoa. He hoped that tourism authorities would continue promoting Quang Ninh in the Russian market to further increase visitor arrivals.

According to Nguyen Viet Dung, director of the Quang Ninh Department of Culture, Sports and Tourism, more than 100 Russian travel companies and agencies are expected to join famtrip programmes to the province in the second quarter.

“In 2025, more than 7,000 Russian tourists visited Quang Ninh, and in the first four months of this year alone, the figure has exceeded 12,000. We aim to further increase arrivals, particularly to Van Don and Ha Long Bay areas,” he said.

With increasingly complete tourism infrastructure, diversified high-end products, and the UNESCO World Heritage site Ha Long Bay, Quang Ninh is steadily expanding its presence in the high-quality international tourism market while strengthening its appeal to Russian visitors—a segment seen as delivering significant value for the local tourism industry.

Quang Ninh intensifies cruise tourism promotion in China

A delegation of the Quang Ninh Department of Culture, Sports and Tourism held talks with representatives of cruise operator Adora on April 13 to strengthen cooperation and boost cruise tourism promotion in China.
