Politburo approves plan to establish Quang Ninh as centrally-governed city
VOV.VN - The Politburo has approved in principle a plan to establish Quang Ninh as a centrally governed city based on its current administrative boundaries, requesting relevant agencies to complete procedures for submission and approval within 2026.
According to Conclusion No. 20 recently issued by the Party Central Committee, the Politburo agreed with the proposal submitted by the Quang Ninh Party Committee, marking an important step toward upgrading the province’s administrative status.
Under the plan, Quang Ninh will be developed into a green, modern and culturally distinctive urban area. The development model aims to integrate urban, marine, island, border and heritage spaces into a unified ecosystem, shifting from a fragmented spatial structure to a multi-centred, open and interconnected model.
The Politburo emphasised the need to expand growth space and create breakthroughs driven by science and technology, digital transformation, and innovation. Key economic pillars will include the green economy, heritage economy, marine economy, border economy, nighttime economy and cultural industries.
At the same time, priority will be given to developing synchronised infrastructure, including expressways, high-speed railways, airports, seaports and smart urban systems, enhancing connectivity between major urban centers.
Balanced and sustainable development across communes, wards and special zones is also highlighted, along with environmental protection and the preservation of cultural identity. The plan calls for stronger institutional reform, improved governance, and the building of an efficient, disciplined and service-oriented administration to enhance the quality of life for residents.
The Politburo assigned the Party Committee of the National Assembly and the Party Committee of the Government to direct ministries, sectors and relevant agencies to coordinate with Quang Ninh authorities in finalising the dossier in accordance with regulations, for submission to the Party Central Committee and the National Assembly for consideration and decision within 2026.
The Quang Ninh administration has organised public consultations on the proposal, collecting opinions from households across 54 communes, wards and special zones.
In April 2026, the Prime Minister also approved the task of formulating the master plan for Quang Ninh’s urban development to 2050, with a vision to 2075. The plan aims to build Quang Ninh into a modern centrally-run city, a key national growth pole with international competitiveness, and balanced development across economic, social and environmental dimensions.
Currently, Vietnam has six centrally-governed cities – Hanoi, Hai Phong, Hue, Da Nang, Ho Chi Minh City, and Can Tho.
