Man detained in Ha Tinh for abusing democratic freedoms
VOV.VN - The Security Investigation Agency of the Ha Tinh provincial Police has officially initiated legal proceedings and detained a local resident for “abusing democratic freedoms to infringe upon the interests of the State, and the lawful rights and interests of individuals” under the Penal Code.
According to the police, Pham Viet Cong, 68, took advantage of the compensation policy during site clearance for the North–South Expressway to repeatedly file complaints and petitions demanding compensation.
Cong acted on behalf of affected households, though he was not personally entitled, said the police on July 15.
Authorities reviewed and resolved the complaints in accordance with the law, and most involved households later withdrew their claims. However, Cong continued to submit petitions containing distorted information and offensive language.
He further used his personal Facebook account “Cong pham” to publish and share fabricated content that defamed Party organisations, government agencies, and local leaders. His posts garnered significant attention and spread misinformation, causing serious disruption to local social order and public opinion.
According to investigators, his actions violated social ethics and traditional cultural norms, directly damaging the reputation of state institutions and causing public outrage.
On July 14, during the execution of a search and detention warrant, investigators seized various materials related to his alleged offences.
The case is under further investigation by provincial security forces.
