Joint mechanism targets cross-border crime at Vietnam–China–Laos border
VOV.VN - Law enforcement agencies from Vietnam, China and Laos have launched a regional cooperation mechanism dubbed the “Green Triangle” to strengthen joint efforts against transnational crime and maintain security in border areas.
The mechanism brings together the Pu’er Border Management Detachment and the Mengkang Immigration Border Inspection Station from China, the Dien Bien Border Guard Command from Vietnam, and the Phongsaly provincial police from Laos.
The launch comes amid close cross-border ties among the three countries, alongside persistent challenges such as smuggling, illegal immigration and drug trafficking in the shared border region.
The mechanism aims to improve state management of border areas while facilitating cross-border movement through checkpoints and border crossings. It is also aligned with broader regional security cooperation initiatives.
Under the agreement, the parties will cooperate on the basis of sovereign equality, mutual respect for jurisdiction, and practical, results-oriented coordination. Key measures include biennial rotating meetings, enhanced joint command in key areas, and coordinated security efforts during major holidays and political events.
Authorities will step up joint efforts to combat transnational crime through intelligence sharing, verification of leads and coordinated investigations into offenses such as smuggling, trafficking in weapons and explosives, drug trafficking, human trafficking and illegal labour.
In urgent cases, the three sides may launch coordinated operations targeting criminal networks operating across their borders. Joint patrols, law enforcement campaigns, bilingual legal awareness programmes and professional training activities are also expected to be expanded.
Representatives of the three sides said the mechanism marks a new step forward in trilateral law enforcement cooperation, contributing to building a peaceful, friendly and stable border region.
