National Assembly approves establishment of Dong Nai as centrally-run city

VOV.VN - Dong Nai has met all five conditions set out in the Law on Organisation of Local Government and all seven criteria for administrative units under regulations of the National Assembly Standing Committee, and has officially been elevated to centrally-run city status.

The National Assembly on the morning of April 24 held a plenary sitting in Hanoi under the chair of Vice Chairman Nguyen Khac Dinh to hear a report on the explanation and revision of the proposal to establish Dong Nai as a centrally-run city.

On behalf of the drafting body, Phan Chi Hieu, Chair of the National Assembly’s Committee on Legal and Judicial Affairs, said the proposal received 44 comments from deputies, with most expressing support for the establishment of Dong Nai city based on its current area and population.

Dong Nai meets all five conditions under the Law on Organisation of Local Government and all seven administrative criteria set by the National Assembly Standing Committee.

The proposal states that Dong Nai will develop along a high-tech and sustainable industrial economic model, with pillars including green and advanced manufacturing, high-tech agriculture, an international-scale logistics centre, and a centre for innovation and high-quality human resources training. At the same time, Dong Nai is expected to become a growth driver, closely linked with and sharing development with Ho Chi Minh City and the Southeast region.

The Government said it will complete provincial and urban planning in 2026, while prioritising investment in inter-regional transport infrastructure, particularly connections to Long Thanh Airport.

By 2030, about 50% of commune-level administrative units in Dong Nai are to meet urban criteria. Technical infrastructure projects such as water supply and drainage, waste treatment and public transport will be accelerated.

Dong Nai will convert existing industrial parks into eco-industrial park models, increase the use of renewable energy and develop a circular economy.

The Dong Nai River is identified as a landscape axis and a basis for riverside urban development, balancing economic development, environmental protection and quality of life.

The province also aims to develop at least 65,000 social housing units in the 2025-2030 period to meet workers’ demand.

The Government emphasised balanced development across regions and not trading the environment for growth. The former Binh Phuoc area will be developed towards ecological models, high-tech agriculture and tourism. Policies supporting ethnic minorities, sustainable poverty reduction and expanded access to basic social services will continue to be prioritised.

After its establishment, Dong Nai will streamline its administrative structure to ensure efficiency in line with the urban government model, while promoting the application of technology and digital transformation in governance.

The Government will also study specific mechanisms and policies to enhance autonomy and promote rapid and sustainable development. Organisational restructuring, documentation and administrative arrangements will be prepared in a coordinated manner to avoid disruption for people and businesses.

The establishment of Dong Nai city is expected to provide a strong boost and position it as a new growth pole of the Southeast region and the country.

At the sitting, deputies voted electronically, with 478 out of 487 participants voting in favour, equivalent to 95.6% of the total number of NA deputies. The National Assembly thus adopted the resolution on the establishment of Dong Nai city. The resolution will take effect from April 30, 2026.
