Government proposes special mechanisms and policies for Ninh Thuan nuclear project

VOV.VN - Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, submitted to the National Assembly a proposal on special mechanisms and policies for the investment and construction of the Ninh Thuan nuclear power project during the ongoing ninth extraordinary session on February 14 in Hanoi.

Minister Nguyen Hong Dien emphasized that the project is of special importance, involving advanced technology possessed by only a few countries, requiring substantial investment, and being the first of its kind in Vietnam. Given these factors, strong and specific policies are essential to accelerate progress and shorten the implementation timeline.

The two Ninh Thuan nuclear power plants are expected to be operational by 2030. To meet this target, the Government believes it is necessary to introduce special mechanisms that allow parallel implementation of different project phases, from investment preparation to execution.

Accordingly, the Government has proposed that the National Assembly permit simultaneous negotiations with existing partners to sign an intergovernmental agreement and cooperation deal for plant construction, as well as an intergovernmental agreement on state-backed export credit. These negotiations would take place alongside the approval of adjustments to the investment policy and project plan.

The Government also proposed authorizing the Prime Minister to assign an investor and adopt a "turnkey contract" model, allowing contractor selection immediately after the legislature approves adjustments to the investment policy, slated for the May session.

Under this proposal, the main plant’s "turnkey" contract package would follow a streamlined bidding process. This approach could also apply to consulting contracts during investment preparation and project execution.

Additionally, direct negotiations and an expedited selection process would be applied to appoint suppliers of nuclear fuel and contractors responsible for plant maintenance and operations for the first five years after the project becomes operational.

Placing national interests first

Le Quang Huy, Chairman of the National Assembly’s Committee on Science, Technology, and Environment, said that the reviewing body agrees on the need for special mechanisms to speed up the construction of the Ninh Thuan nuclear power plant.

However, the committee urged the Government to conduct a thorough review, consult with relevant agencies and stakeholders on the proposed mechanisms to ensure consistency, feasibility, and alignment with national interests.

The reviewing body emphasized the importance of a comprehensive risk assessment to identify potential challenges and implement safeguards to enhance project safety and efficiency.

Regarding the direct appointment of contractors for the "turnkey" package, the committee acknowledged its potential to accelerate project implementation but also warned of risks, including limited competition, conflicts of interest, and reduced transparency.

To mitigate these risks, the Committee on Science, Technology, and Environment suggested a thorough evaluation of this contract model. It also called for clear regulations on contractor selection criteria and strict oversight mechanisms, particularly regarding technology commitments, maintenance, and technology transfer upon project completion.
