Vietnam to conduct nationwide review of two-tier local government model
VOV.VN - Vietnam will carry out a nationwide assessment of the effectiveness of its two-tier local government model after one year of implementation, as the country continues pushing forward administrative reform and state apparatus restructuring.
Deputy Prime Minister Pham Thi Thanh Tra requested at a meeting on May 15 that the review process be conducted comprehensively and substantively in order to fully reflect the operational efficiency of the political system following the recent reorganisation of administrative units.
According to the Deputy Prime Minister, the review is intended not only to summarise the first year of implementing the two-tier local government model nationwide, but also to identify effective governance practices, implementation bottlenecks and lessons for the next reform phase.
Vietnam introduced the two-tier local government model as part of broader efforts to streamline the state administrative system, improve governance efficiency, enhance local autonomy and reduce intermediary layers in public administration.
To support the review process, the Government has requested the preparation of a report integrating data from ministries, agencies and localities to provide a comprehensive picture of the post-restructuring administrative system.
The Ministry of Home Affairs has been assigned to lead the development of the report framework.
Alongside the main report, several thematic assessments will also be conducted, focusing on areas considered critical to Vietnam’s current administrative reform agenda, including decentralisation, delegation of authority, administrative procedure reform, public administrative service centres, digital transformation, public asset management and the handling of redundant government offices following restructuring.
One of the key issues highlighted during the meeting was the need to evaluate the actual operational effectiveness of the streamlined system rather than focusing solely on reductions in administrative units or staffing numbers.
According to Deputy Prime Minister Pham Thi Thanh Tra, the implementation timeline remains tight, requiring ministries and localities to simultaneously update data, review outstanding issues and complete reports on schedule.
The review findings are expected to serve as a basis for ministries, agencies and local governments to propose reform priorities for the 2026-2030 period.
Key objectives for the next phase include further improving the two-tier local government model, strengthening state management effectiveness and enhancing administrative capacity at the grassroots level.
Earlier, the Central Steering Committee responsible for reviewing one year of operation of the political system and two-tier local government model held its first meeting to finalise operational plans, coordination mechanisms and draft review contents.
