Vietnam releases all 14th National Party Congress documents
VOV.VN - The Office of the Communist Party of Vietnam Central Committee on February 6 published the full documents of the recent 14th National Party Congress, including the Congress Resolution, the Political Report, a report reviewing 40 years of Đổi mới (Renewal), and a report on the Party Charter.
The documents say Vietnam has largely fulfilled the goals set by the 13th Party Congress, with macroeconomic stability maintained, major economic balances secured and growth remaining at relatively high levels.
Inflation, the state budget deficit and public debt have been kept under control, while the country has continued to record high trade surpluses. Domestic consumption has expanded, and investment resources, particularly public investment, have been mobilised and used more effectively.
Authorities have made progress in addressing long-delayed projects, loss-making enterprises and weak credit institutions, the documents said.
On development orientation, the Congress set a goal for Vietnam to become a developing country with modern industry and upper-middle income status by 2030, and a high-income developed economy by 2045.
For the 2026–2030 period, Vietnam targets average annual GDP growth of at least 10%. GDP per capita is projected to reach about US$8,500 by 2030. Manufacturing and processing are expected to account for around 28% of GDP, while the digital economy is targeted to contribute about 30%.
The Congress identified science, technology, innovation and digital transformation as the main drivers of a new growth model, with a focus on data-driven, digital, green and circular economies, alongside energy transition and improvements in workforce quality.
Vietnam aims to raise its Human Development Index to 0.8 by 2030, increase average life expectancy to 75.5 years, and ensure 35–40% of the labour force has formal training qualifications. The poverty rate is expected to fall by 1–1.5% annually, and the country seeks to rank among the world’s top 40 nations in happiness indices.
On foreign policy, the documents reaffirm Vietnam’s commitment to an independent, self-reliant, peaceful and cooperative foreign policy, with continued diversification and multilateralisation of external relations and deeper international integration.
National defence and security will continue to be strengthened, with the armed forces built toward a modern, professional and highly mobile structure, the documents said.
The Congress agreed not to amend the current Party Charter and tasked the 14th Party Central Committee with reviewing its implementation from the start of the term, as a basis for reporting and proposing revisions together with the national development platform at the 15th Party Congress, marking the centenary of the Party’s founding.
The 14th Party Central Committee was elected with 200 members, including 180 full members and 20 alternate members.
