Vietnam passes law, paving way for nuclear power development

VOV.VN - The National Assembly on June 27 passed the amended Law on Atomic Energy, establishing a legal framework to support the future development of nuclear power.

The amended law that is due to take effect on January 1, 2026 received support from 441 out of 442 deputies attending the session. It introduces comprehensive provisions related to the development and application of atomic energy, radiation safety, nuclear security, the operation of nuclear power plants, emergency response mechanisms, and compensation for radiation-related damage.

Presenting a report before the vote, Chairman of the National Assembly Committee on Science, Technology, and Environment Le Quang Huy stated that the law had been carefully reviewed and revised to ensure consistency across Vietnam’s legal system. Amendments to related laws have also been adjusted accordingly during this session.

The law also sets out key state policies on atomic energy, emphasising government support for human resource training, personnel incentives, promotion of privatisation, and international cooperation in the field.

The legislation specifies the role of a national agency for radiation and nuclear safety, meeting standards set by the International Atomic Energy Agency (IAEA), international treaties to which Vietnam is a signatory, and global best practices.

A dedicated chapter addresses radiation protection, nuclear safety, and security. It outlines the planning and designation of sites for storing, handling, and disposing of radioactive waste, used radiation sources, and spent nuclear fuel. These sites will be identified within national, regional, and provincial environmental plans and relevant energy development strategies.

Regarding nuclear power plants, the law has been revised to cover all stages, from investment and construction to operation and decommissioning. It mandates comprehensive safety monitoring and security measures throughout the plant’s lifecycle, in line with international practices and IAEA guidelines.

Importantly, the law includes transitional provisions for special mechanisms and policies adopted prior to its effective date. It also authorises the Government to promptly issue regulations to address any arising difficulties and accelerate the implementation of ongoing nuclear power projects.
