Vietnam holds international press conference on Constitutional amendments

VOV.VN - An international press conference was held in Hanoi on June 17 to detail the amendment and supplementation of certain articles of the 2013 Constitution and the implementation of the two-tier local government model in Vietnam starting from July 1, 2025.

Nguyen Phuong Thuy, vice chairwoman of the National Assembly’s Committee for Legal and Judicial Affairs, recalled that the National Assembly on June 16 passed a resolution to amend and supplement certain articles of the 2013 Constitution, with 100% of votes in favour.

The National Assembly approved amendments and supplements to 5 out of 120 articles of the 2013 Constitution, focusing on the Vietnam Fatherland Front, socio-political organisations, and the Trade Union.

Among the notable changes, central agencies of socio-political organisations are now granted the right to submit draft laws to the National Assembly and draft ordinances to the Standing Committee of the National Assembly. This reform both enhances democratic participation and empowers these organisations to play a more active and proactive role, in accordance with their positions and capacities.

The National Assembly also approved amendments to Article 110 of the Constitution regarding the organisation of administrative units, thereby laying the constitutional groundwork for a two-tier local government model. Under the revised article, the administrative units of the Socialist Republic of Vietnam will be structured into two levels, namely provinces and centrally-run cities and sub-provincial administrative units as defined by law.

Article 111 was amended to include provisions on local governments in special administrative-economic units, providing a clearer constitutional basis for further research and potential establishment of such units with exceptional, breakthrough policies and mechanisms in the future.

“The resolution amending and supplementing certain articles of the 2013 Constitution has meticulously and seriously been prepared. It profoundly reflects the will and aspirations of the people, aligns the Party’s direction with the people's sentiments, and suits the practical context and the needs of national development, protection, and advancement in the new era,” said Thuy.

According to the official, the approval of the resolution marks the beginning of a profound institutional reform. It reflects a revolutionary mindset in political system organisation and national governance, laying the constitutional foundation for realising Party guidelines and State policies on streamlining and restructuring the political system.

“This is a critical step toward building a prosperous, strong Vietnam where people live in happiness and well-being,” she said.

Also on June 16, the National Assembly passed the revised Law on Organisation of Local Government, comprising 7 chapters and 54 articles, and taking effect from June 16, 2025.

The law reflects innovative thinking aimed at modernising local governance, removing bottlenecks, mobilising resources, and supporting fast, sustainable development at both local and national levels in this new era.

Its passage is considered historic, as it provides a solid legal foundation for the first-ever implementation of a two-tier local government model in Vietnam.

According to regulations, all the People’s Councils, their affiliated agencies, the People’s Committees, Chairpersons of the People’s Committees, and specialized agencies under the People’s Committees at the district level will cease operations as of July 1, 2025.

From July 1, 2025, provincial-level People’s Committees will assume responsibility for international agreements signed by district-level People’s Committees prior to that date. They will also be responsible for making necessary adjustments and updates to the administrative unit names in such international agreements.
