Presidential order enforces landmark constitutional changes
VOV.VN - The Vice Chair of the National Assembly’s Committee for Legal and Judicial Affairs has affirmed that the Resolution amending and supplementing several articles of the Constitution was carefully and thoroughly prepared in line with current realities and the country’s development, defence, and nation-building needs.

A press conference was held at the Presidential Palace on June 16 to announce the Presidential Order promulgating the National Assembly’s Resolution on amendments and supplements to several articles of the Constitution of the Socialist Republic of Vietnam, as well as the amended Law on Local Government Organization and the Ordinance amending Article 10 of the Ordinance on Population. These documents were passed by the 15th National Assembly and its Standing Committee.
The Resolution amending and supplementing several articles of the Constitution of the Socialist Republic of Vietnam comprises two articles. Article 1 revises and supplements five provisions of the current Constitution, including Article 9, Article 10, Clause 1 of Article 84, Article 110, and Article 111. Article 2 stipulates the effective date of the Resolution and the conclusion of operations of district-level administrative units, as well as transitional provisions.
The Resolution states that the Vietnam Fatherland Front is a political alliance and voluntary union of political organizations, socio-political organizations, social organizations, and outstanding individuals from all social classes, ethnic groups, religions, and overseas Vietnamese. The Vietnam General Confederation of Labour, the Vietnam Farmers’ Union, the Ho Chi Minh Communist Youth Union, the Vietnam Women’s Union, and the Vietnam Veterans’ Association are socio-political organizations under the Vietnam Fatherland Front. They are established on a voluntary basis and represent and protect the lawful and legitimate rights and interests of their members.
These organizations operate in a unified manner within the Vietnam Fatherland Front and, together with other member organizations, engage in democratic consultation, coordination, and unified action under the Front’s leadership.
The Resolution also stipulates that all district-level administrative units nationwide will cease operation as of July 1, 2025.
