Party chief chairs meeting on public consultation for 2013 Constitution revision

VOV.VN - Party General Secretary To Lam has called for stronger application of digital tools and scientific and technological advances in the process of collecting public feedback on proposed amendments to the 2013 Constitution.

Party General Secretary To Lam chaired a meeting of the Party Secretariat in Hanoi on May 13 regarding the implementation and progress of public and sectoral consultation on the draft amendments to several articles of the 2013 Constitution.

Based on the reports and discussions of Secretariat members, the Party leader emphasized the need to speed up the digitalization of public consultation and apply science and technology to the process. Assigned agencies must also ensure objective, accurate collection and synthesis of public opinions for reporting to the National Assembly for review and decision-making.

He also underscored the importance of stepping up efforts to counter wrongful and hostile viewpoints, as well as toxic, misleading information online that could negatively affect the constitutional amendment process.

The Party chief assigned the National Assembly’s Party Committee to coordinate with relevant agencies in compiling public feedback to draw lessons and continue public consultations on major national issues in the future.

Regarding the implementation of the Party Central Committee’s Resolution No. 18 on further reform and streamlining of the political system for greater efficiency and effectiveness, General Secretary To Lam asked the Government and relevant ministries and sectors to focus on comprehensive decentralization and delegation of power during the implementation process.

He stressed the need for decisive, swift action and a fundamental shift in mindset to enable localities to fully carry out their assigned functions and tasks, ensuring that the entire apparatus from central to local levels operates in accordance with its mandate.

“Relevant agencies must proactively coordinate to resolve bottlenecks during implementation, avoiding the shifting of responsibility. With that spirit, they should continue issuing guiding documents to support lower-level officials in enforcement, ensuring smooth progress and preventing disruptions in the political system reform process,” the Party leader added.
