Reform of Party leadership methods essential to effective implementation of Party resolutions

VOV.VN - General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam has underscored the need to reform the Party’s leadership methods, renew personnel work and strengthen implementation capacity, stressing that sound policies must translate into tangible development outcomes, greater economic competitiveness and improvements in people’s lives.

Addressing a national conference in Hanoi on October 16 to study and implement the resolutions of the 4th Plenum of the 14th Party Central Committee, General Secretary and State President To Lam said the Party Central Committee’s decisions required renewed thinking and coordinated reform in Party building, leadership methods and personnel work.

He posed a fundamental question about why sound policies sometimes fail to produce timely results, why resources are not fully utilised, and why responsibilities are not adequately fulfilled. He stressed that the causes must be identified and addressed, from leadership methods and the quality of policy advice to personnel arrangements and implementation.

The October 16 conference focused on six topics, including resolutions on strengthening Party building and rectification, reforming the Party’s leadership and governing methods, and developing a qualified cadre corps at all levels. The other topics covered Party members’ involvement in investment and business activities, a national strategy for attracting and developing talent in key sectors, and Vietnam’s socio-economic performance and state budget implementation in 2026, along with plans for 2027.

Reforming leadership methods, strengthening implementation capacity

General Secretary and State President To Lam emphasised that Party building and rectification must go hand in hand with reform of the Party’s leadership and governing methods and stronger implementation capacity. Leadership must focus on the right issues and ensure that decisions are followed through to their final results. The principle of democratic centralism must be upheld and collective wisdom brought fully into play, alongside individual accountability. Party leadership must respect the functions and authority of State agencies under the Constitution and law.

He stressed that the performance of Party organisations should be assessed against actual results, with shortcomings and the responsibilities behind them clearly identified. Criticism and self-criticism must lead to concrete corrective action rather than allowing the same weaknesses to recur year after year. At grassroots level, Party organisations should address issues directly affecting people’s lives and ensure that complaints about irresponsible conduct or bureaucratic obstruction are dealt with.

The outcomes of Party building and rectification, he noted, must ultimately be measured by progress in national development, safeguarding the Fatherland and improving people’s living standards.

Improving personnel work and removing obstacles to development

Turning to personnel work, the top leader said Party committees must regularly review staffing needs, improve training and assessment, and ensure that appointments and assignments reflect officials’ actual capabilities and contributions. Officials who fail to meet job requirements should be considered for replacement without waiting until the end of their terms. Any reassignment must be properly justified and must not substitute for disciplinary action where violations have occurred.

He also highlighted the importance of attracting and making effective use of talent, with recruitment and remuneration based on practical contributions rather than numbers alone. Leaders must assign work suited to people’s abilities and create conditions for them to develop their expertise and initiative. Under the two-tier local government model, provincial authorities must ensure that commune-level administrations have the personnel, professional support and capacity needed to fulfil their responsibilities.

Alongside personnel reform, the effective implementation of Party decisions requires coherent policies and laws, with clear responsibilities, deadlines, resources and expected outcomes. Where obstacles persist after institutional and regulatory bottlenecks have been removed, authorities must examine implementation capacity, coordination and officials’ responsibilities rather than assume that further policy changes alone will resolve the problem.

Turning resolutions into development results, strengthening supervision

On economic development, General Secretary and State President To Lam emphasised the need to fulfil the targets set for 2026 and prepare for 2027, when Vietnam aims to achieve GDP growth of at least 10%. Plans must identify the sources of growth, the production capacity to be added, the obstacles to be removed and the agencies responsible. Growth should increasingly be driven by productivity, science and technology, innovation and business competitiveness.

He emphasisd that mobilised resources must be put to effective use, with public investment disbursement accelerated while ensuring project quality and efficiency. Long-delayed projects that cause waste must be addressed, while foreign investment should be linked to stronger participation by domestic businesses and technology transfer to improve the economy’s capacity for self-reliance.

Effective implementation must also be accompanied by stricter inspection and supervision, control of power and stronger public participation. Assessments should be measured against conditions on the ground and feedback from citizens and businesses. Issues repeatedly raised by the public must be resolved or answered with clear explanations, while those who make truthful reports or raise concerns must be protected.

Following the conference, the top leader requested that Party committees and organisations at all levels translate the resolutions into concrete action. Central agencies must set an example in the quality of their policy advice and guidance, and work alongside localities to resolve implementation difficulties.

With the period leading up to 2030 drawing closer, he warned that delays caused by subjective shortcomings could cost the country and its people valuable development opportunities. Work undertaken today must deliver immediate objectives and lay the groundwork for the country’s long-term development by preparing the necessary human resources and other conditions.
