PM urges swift resolution of obstacles to nuclear power projects
VOV.VN - Prime Minister Pham Minh Chinh has requested relevant agencies to urgently resolve outstanding issues, particularly regarding mechanisms and policies, in order to expedite the implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.

Chairing the third meeting of the Steering Committee for nuclear power plant construction in Hanoi on October 22, the Prime Minister emphasised the critical importance of nuclear power in ensuring Vietnam's national energy security and supporting the country's economic and social development.
According to the Prime Minister, maintaining a stable electricity supply is essential for economic growth, particularly as Vietnam transitions towards clean energy and lower emissions.
Reality shows that for every 1% economic growth, electricity demand must increase by 1.5 to 2 times, he stated, adding with an 8% growth target for 2025, electricity demand is expected to rise sharply, by an estimated 15-16%.
Any electricity supply shortage could severely affect growth and economic stability, he warned.
The PM pointed out that Vietnam’s current average electricity consumption capacity stands at 54,500 MW, with annual increases ranging from 6,500 to 8,200 MW. As the country develops high-tech industries, chip production, digital transformation, and large-scale data centers, the demand for electricity will surge. This makes the development of nuclear power even more urgent.
Nuclear energy is a stable and crucial energy source for ensuring energy security while contributing to clean energy goals and environmental protection, he affirmed.
Furthermore, the Prime Minister highlighted the spirit of Resolution No. 70 issued by the Politburo on August 20, 2025, that focuses on national energy security until 2030, with a vision to 2045. This resolution directs the acceleration of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, setting clear mechanisms and policies to resolve obstacles in the implementation process.

The Prime Minister instructed relevant ministries and agencies to prioritize resolving legal issues related to financing, resettlement, and land clearance so that the projects can move forward without delay. He also emphasised the need for the Ministry of Industry and Trade to work closely with international partners, particularly Russia, to finalize agreements on financing, construction, and safety measures in accordance with International Atomic Energy Agency (IAEA) standards.
The agreement with Russia must be completed by November 2025 to stay on track with the project timeline, he stated, adding that compliance with the Vienna Convention relating to nuclear energy is mandatory.
The Prime Minister urged agencies to complete the pre-feasibility study for the Ninh Thuan nuclear plants by October 2025 and resolve resettlement and land clearance issues in order to meet safety requirements.
The leader stressed the ‘6 clear principles’ in project implementation that include clear accountability for people, tasks, responsibilities, timelines, results, and authority.
He called on agencies and units to work with high determination, act decisively, assign clear responsibilities, and monitor progress monthly and quarterly to ensure the timely completion of nuclear power projects while avoiding waste of resources and time.
