Government sets clear timeline for Ninh Thuan 1 and 2 nuclear power plants

VOV.VN - The Government has just issued a resolution on a plan to implement a National Assembly resolution, which provides certain special mechanisms and policies for investment in Ninh Thuan 1 and 2 Nuclear Power Plants.

Accordingly, the Ministry of Industry and Trade was assigned to lead and act as the investor for Ninh Thuan 1 and 2. It must complete the signing of agreements with partners for Ninh Thuan 1 by September 2025, and for Ninh Thuan 2 by December 2025.

The Ministry of Finance was tasked with negotiating credit agreements, expected to be completed for Ninh Thuan 1 in September 2025 and for Ninh Thuan 2 in March 2026.

The Ministry of Science and Technology is responsible for coordinating with the International Atomic Energy Agency (IAEA) to complete a nuclear infrastructure assessment report within this year. It will also devise a master plan for nuclear power infrastructure development in 2026. The review and amendment of legal documents related to the Atomic Energy Law must also be completed within this year.

Electricity of Vietnam group (EVN) and Vietnam Oil and Gas Group (PVN) will submit dossiers requesting approval to adjust investment policies for review and approval by the competent authorities, aiming to complete this during the coming year-end session of the National Assembly in October-November 2025 for Ninh Thuan 1 and no later than May 2026 for Ninh Thuan 2.

The State Appraisal Council, chaired by the Ministry of Finance, will appraise the projects and submit them to the Prime Minister for approval in 2026. Relevant ministries and agencies will appraise and approve documentation, carry out construction, and operate the projects according to the approved feasibility studies.

The People’s Committee of Khanh Hoa province was tasked with promptly implementing resettlement, relocation, and site clearance. The Ministry of Education and Training will lead the development of a nuclear power human resources training programme. The Ministry of Science and Technology will implement a public communication plan on nuclear power development. The goal is to complete the infrastructure for both projects within 2025–2026.

In addition, an inter-ministerial task force will be established to monitor implementation, ensuring anti-corruption measures, preventing waste and misconduct, as well as ensuring radiation safety, security, and social order. The task force will include personnel from the Ministry of National Defence, Ministry of Public Security, Ministry of Finance, Government Inspectorate, and State Audit Office.

Earlier, Deputy Prime Minister Bui Thanh Son, Permanent Deputy Head of the Steering Committee for Nuclear Power Plant Construction, inspected the planned sites for the two nuclear plants, engaged with local residents, and presented gifts to people living in the areas designated for the Ninh Thuan nuclear power plants in Khanh Hoa Province.

According to the Deputy Prime Minister, the construction of Ninh Thuan 1 and 2 is a significant milestone as it will be the first nuclear power plants in the country. During implementation, Vietnam will draw on international experience to achieve the highest level of science and technology. Moreover, the projects are linked to production development and the resettlement of local residents.

The goal is to ensure a stable and civilized living environment while creating conditions for production and contributing positively to the socio-economic development of Khanh Hoa province, said the Deputy PM.
