PM urges breakthroughs to drive Vietnam's next phase of growth
VOV.VN - Vietnam is stepping into a new development phase with strong determination to accelerate reforms, drive breakthroughs, and successfully implement the Resolution of the 14th National Party Congress, Prime Minister Pham Minh Chinh has stressed.
In his recent article reviewing the past term and outlining key directions for the future, Prime Minister Chinh underscored the need to accelerate progress, achieve breakthroughs, and act decisively to effectively implement the Congress Resolution and lead the country into a new era of development.
According to the Government leader, the 14th National Congress of the Communist Party of Vietnam in January 2026 concluded successfully, ushering in renewed confidence, fresh momentum, and a strong driving force for the country’s development in the years ahead.
With a spirit of unity, comprehensive reform, decisive action, and the highest level of political determination, he affirmed, Vietnam will overcome all challenges, harness the strength of national solidarity alongside the power of the times, and realise its twin centennial goals, advancing steadily into a new era of prosperity, strength, civility, and happiness on the path toward socialism.
Strong foundations from a resilient past term
Reflecting on the 2021–2025 period, the Prime Minister noted that amid unprecedented global uncertainties and challenges, Vietnam demonstrated resilience, adaptability, and unwavering determination. Under the leadership of the Party and the decisive direction of the Government, the country successfully turned challenges into opportunities and achieved significant, comprehensive outcomes across multiple sectors.
One of the most notable achievements, he said, was the effective control of the COVID-19 pandemic, coupled with a rapid recovery and development of the economy. Vietnam maintained one of the highest growth rates in the region and globally, while preserving macroeconomic stability, controlling inflation, and ensuring major economic balances. Strategic breakthroughs in institutions, infrastructure, and human resources were strongly advanced, alongside robust progress in science, technology, innovation, and national digital transformation. Social security was ensured with the guiding principle of leaving no one behind.
The Prime Minister also emphasised that streamlining the administrative apparatus and promoting decentralization and delegation of authority have created new development space and improved governance effectiveness. Anti-corruption efforts were intensified, while national defence and security were strengthened. Foreign affairs and international integration emerged as bright spots, enhancing Vietnam’s global standing and reputation.
Drawing from these experiences, the Prime Minister highlighted key lessons, including the decisive role of the Party’s leadership, the strength of national unity, the central role of the people as both beneficiaries and drivers of development, the importance of combining national strength with global trends, and the need to strengthen decentralisation alongside effective oversight.
Driving reforms to achieve double-digit growth
Entering the 2026–2030 period, Vietnam faces both opportunities and challenges, with the latter becoming increasingly complex and unpredictable. Global geopolitical competition, supply chain disruptions, rapid technological changes, and non-traditional security risks continue to pose significant pressures. However, the Prime Minister stressed that these challenges also present opportunities to restructure the economy toward a greener, more digital, and more sustainable model.
Against this backdrop, the 14th National Party Congress Resolution sets an ambitious yet necessary goal of achieving double-digit economic growth, aligned with rapid and sustainable development. The Prime Minister affirmed that this is both an objective requirement and a national aspiration, demanding stronger political will, greater efforts, and more decisive actions across the entire political system.
He called for a fundamental shift in development thinking, from passive response to proactive adaptation, from reaction to leadership, and from short-term coping to long-term value creation. Ministries, sectors, and localities are required to translate the Resolution into concrete action plans with clearly defined responsibilities, measurable outcomes, and strict accountability.
Reiterating the Government’s guiding principle, the Prime Minister stressed that commitments must be honoured, actions must be taken, and results must be delivered effectively. Delays must be avoided, opportunities must not be missed, and every moment must be utilised to drive development forward.
To achieve breakthroughs, priority must be given to advancing strategic pillars, particularly institutional reform toward greater transparency and efficiency, removing bottlenecks and outdated mechanisms, and fostering a development-oriented governance approach. At the same time, enhancing human resource quality, especially in high-tech sectors, digital transformation, and artificial intelligence, remains essential. Investment in modern, synchronised infrastructure will also provide a critical foundation for rapid and sustainable growth.
People-centred development and long-term vision
Furthermore, the Prime Minister emphasised the importance of transforming the growth model based on science, technology, innovation, digital transformation, and green transition. Strengthening competitiveness, developing emerging industries, and integrating more deeply into global value chains are key priorities.
At the core of all policies, he reaffirmed that people and businesses must remain at the centre. Economic development must go hand in hand with social progress and equity, improving people’s living standards without sacrificing social welfare for growth alone. Administrative reforms, modern governance, transparency, and strong anti-corruption efforts will continue to play a vital role in strengthening public trust.
The Prime Minister concluded that resources stem from vision and thinking, motivation comes from innovation, and strength originates from the people. Therefore, it is essential to inspire national aspiration, self-reliance, and a strong will to advance, fostering unity and collective effort across society.
With the accumulated strength and experience, under the leadership of the Party and the unity of the entire political system and people, the Prime Minister expressed confidence that Vietnam will overcome all challenges, accelerate breakthroughs, successfully implement the 14th National Party Congress Resolution, and realise its aspiration of becoming a prosperous, developed nation in the new era.
