PM calls for proactive crime prevention, no surprise in crime fight

VOV.VN - Prime Minister Le Minh Hung has called on the criminal police force to adopt a more proactive and technology-driven approach to law enforcement, stressing the need to “avoid any passivity or surprise in the face of all types of crime, including high-tech crime.”

Speaking at a ceremony marking the 80th anniversary of the Criminal Police Force (April 18, 1946–2026) on April 18, the Prime Minister underscored that crime is evolving rapidly in both scale and sophistication, posing increasing risks to social order, public trust and national stability.

He urged the force to shift its operational mindset toward a balanced approach combining prevention and enforcement, with prevention serving as the long-term, strategic foundation.

“Prevention must be taken as fundamental, strategic and long-term, while enforcement remains regular and urgent,” he said, calling for early detection and disruption of criminal networks “from the outset, at the grassroots level.”

The Government leader also emphasised the need to modernise policing methods, accelerate the application of science and technology, and strengthen the capacity to respond swiftly to emerging and non-traditional crimes, particularly those involving digital platforms and cross-border elements.

Highlighting the importance of discipline and accountability, he called on officers to lead by example in upholding “responsibility in action” and “discipline in execution,” with a results-based approach to law enforcement.

At the same time, he stressed that crime prevention efforts must go hand in hand with facilitating socio-economic development, ensuring a safe and stable environment for businesses and residents.

The Prime Minister reaffirmed the criminal police force’s core role in maintaining law and order, noting that recent years have seen a sustained decline in serious crimes, with offences related to social order falling by 25% in 2025 compared to the previous year.

He also paid tribute to officers who have sacrificed or been injured in the line of duty, describing each successfully solved case as “a reinforcement of justice and public trust.”

Looking ahead, he called for building a “clean, strong, professional, elite and modern” criminal police force, capable of mastering technology, upholding the rule of law and staying closely connected with the people.
