China, Vietnam step up cooperation on crime prevention and control
VOV.VN - A high-level delegation from China’s Ministry of Public Security led by Wang Xiaohong, Secretary of the Secretariat of the Communist Party of China Central Committee and Minister of Public Security, paid a visit to Vietnam from March 15 to 17 at the invitation of General Luong Tam Quang, Politburo member and Minister of Public Security of Vietnam.
During the visit, Wang Xiaohong co-chaired the 9th ministerial conference on crime prevention and control between the two ministries.
The conference is intended to implement directions set by Party General Secretary To Lam and General Secretary and President of China Xi Jinping regarding relations between the two Parties and countries in a new period of development.
At the conference, both sides reviewed results of cooperation in crime prevention and control since the 8th conference in September 2023 and agreed on directions for future cooperation.
A report presented at the meeting said that over the past two years, both sides have maintained leadership-level exchanges, carried out cooperation mechanisms between professional units and border local police units, and held regular meetings and annual talks at department level among criminal police, anti-drug police and immigration units of both countries.
Cooperation in ensuring security and maintaining political stability has recorded notable results. The two sides have coordinated information sharing to prevent, combat and deal with terrorist and anti-state elements, while ensuring security for high-level visits and major political events, and protecting agencies, enterprises and citizens of both countries.
Police forces of the two countries have also worked closely to prevent and combat crimes involving the two countries through coordinated operations. A notable case involved the dismantling of a large-scale drug production network in Khanh Hoa province, led by a Chinese national working with Vietnamese accomplices, with police seizing 1.4 tonnes of ketamine, nearly 80 tonnes of chemicals and precursors, and other related evidence.
The two sides also broke up human trafficking rings for commercial purposes and criminal groups involving foreign nationals engaged in fraud, arresting and handing over hundreds of suspects to agencies of both countries. Border management has been tightened, with efforts focused on verification, repatriation of citizens and annual operations against illegal entry and exit.
In training, both ministries have organised courses and workshops for hundreds of police officers across various fields, thus contributing to improved law enforcement capacity.
To further develop the Comprehensive Strategic Cooperative Partnership and build a Vietnam-China community with a shared future of strategic significance, Ministers Luong Tam Quang and Wang Xiaohong consented to continue realizing commitments and common perceptions reached by senior leaders of the two Parties and countries, as well as signed cooperation documents in security and law enforcement. They also concurred to maintain cooperation to ensure political stability and protect the legitimate rights and interests of citizens of both countries.
Both sides will continue sharing experience and information, and carry out coordinated operations against transnational crime. They also agreed to make full use of ministerial and deputy ministerial cooperation mechanisms and expand cooperation at department and local police levels, while stepping up mutual support in training.
At the end of the conference, the two ministers signed three cooperation documents, including a set of minutes of the 9th ministerial conference on crime prevention and control, a memorandum of understanding on protective security, and a memorandum of understanding on counter-terrorism between the two ministries.
