Party leader Nguyen Phu Trong attends legislature’s extraordinary session
VOV.VN - Party General Secretary Nguyen Phu Trong and many other high-ranking officials of the Party and State attended the opening ceremony of the extraordinary session of the National Assembly in Hanoi on January 15.
Among other senior leaders were State president Vo Van Thuong and Prime Minister Pham Minh Chinh.
In his opening speech, National Assembly Chairman Vuong Dinh Hue stressed that the extraordinary session is to examine important issues to meet the country's urgent practical requirements.
He said the lawmakers are expected to approve the Land Law (amended) which is of paramount importance to the country’s politics, socio-economic development, national defense, security, and environmental protection.
According to the top legislator, the bill has a profound impact on all walks of life and the business community, admitting it is a very difficult and complicated legal project.
After being revised, the bill has 16 chapters and 260 articles, five articles fewer than the original. Competent agencies amended and supplemented 250 articles compared to the draft submitted to the National Assembly at the recent session.
Among the revised issues, the agencies completed provisions on the rights and obligations regarding land use of Vietnamese people residing abroad, and the transfer of real estate projects of an economic organization with foreign investment capital.
In addition, the legislature is to approve the Law on Credit Institutions (amended) which Hue said has a direct impact on financial and monetary policies, as well as macroeconomic stability.
The lawmakers are also anticipated to approve a resolution on a number of specific mechanisms and policies for National Target Programmes, alongside debating public investment plans with capital sourced from the State budget.
The extraordinary session is scheduled to last for two and a half days.
