National Assembly likely to hold extraordinary session in mid-January 2024
VOV.VN - The National Assembly is likely to convene a thematic session in mid-January to address outstanding and urgent issues, according to the National Assembly chairman Vuong Dinh Hue.
Addressing the 28th session of the National Assembly Standing Committee that opened in Hanoi on December 13, Hue noted that there are several important issues that need to be urgently and carefully examined in a specialized session.
He said lawmakers need more time to debate the controversial bills such as the draft Land Law (amended) and the draft Law on Credit Institutions (amended) before they are approved.
In addition, the lawmakers should also deal with other important issues such as national marine planning, and special policies for three national target programmes.
Hue suggested the possibility of convening an extraordinary session of the legislature to address these issues. He also suggested that the National Assembly hold thematic meetings to make thorough preparations for the legislature’s regular sessions.
The draft Land Law (amended) was hotly debated at the recent year-end session of the National Assembly. However, the lawmakers still gave different opinions and required more time for discussions.
The bill, which has been made public for public opinions, aims to complete the land-related institutions and policies to match the socialist-oriented market economy institutions, while dealing with the overlapping and differences in policies and legal regulations in the field.
It is expected to create a legal corridor for the efficient and sustainable management and use of land resources, ensuring defence-security, protecting the environment, adapting to climate change and making a new motivation for the country to become a developed country with high income.
The bill is also hoped to settle problems in land management and use, ensure harmonised interests of the State, land users and investors, promote the commercialisation of land use rights and the development of a transparent and healthy real estate market.
