New National Assembly term set to begin with focus on reform and efficiency

VOV.VN - Vietnam’s 16th National Assembly is set to convene its first session on April 6, marking the start of a new term with a strong emphasis on institutional reform, streamlined governance and enhanced legislative efficiency.

A key priority of the inaugural session will be the consolidation of the state apparatus to ensure stability, continuity and effective operations for the new term.

The National Assembly is expected to spend two and a half days electing and approving a total of 39 key leadership positions in line with the Constitution and relevant laws. These include top state roles such as the President, Prime Minister, National Assembly Chairperson, Vice Presidents, Vice Chairpersons of the National Assembly, as well as heads of major judicial and oversight bodies.

The legislature will also decide on the structure of the Government and approve appointments of Deputy Prime Ministers, ministers and other Government members.

Personnel work is of paramount importance as Vietnam enters a new development phase requiring stronger institutions and sustained economic growth. Selecting qualified and capable leaders is seen as critical to improving governance efficiency and meeting public expectations.

Beyond personnel matters, the first session will also focus on fulfilling the National Assembly’s core functions, including lawmaking, supreme oversight and decisions on major national issues, while institutionalising key resolution of the 14th National Party Congress.

Efforts to modernise parliamentary operations will continue, with a more efficient agenda-setting process and the continued use of a two-phase session format, allowing time for feedback, revisions and finalisation of legislative documents.

Digital transformation will play a central role in the session’s organisation. Most documents will be processed through the National Assembly’s electronic system, with the application of artificial intelligence supporting preparation and workflow management.

The new legislature is also expected to be more professional than previous terms. Full-time deputies will account for 40% of total members, the highest proportion to date, alongside improvements in qualifications, experience and representation of women, young deputies and ethnic minorities.

To ensure new deputies can quickly adapt to parliamentary work, training programmes have been implemented focusing on legislative procedures, oversight functions, debate skills and digital working tools.

Authorities emphasised that the goal is to enable all deputies, particularly first-time members, to actively contribute from the outset, thereby enhancing the overall quality and professionalism of the 16th National Assembly.

With thorough preparations and a proactive mindset, the new National Assembly is poised to begin its term amid both opportunities and challenges, accompanying the country in its next phase of development.
