National Assembly Standing Committee opens second session

VOV.VN - The second session of the National Assembly Standing Committee opened in Hanoi on May 11 under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man.

According to the agenda, the Standing Committee is set to review and adopt amendments to regulations on the consolidation of Legal Normative Documents, examine reports on public petitions submitted to the National Assembly in March and April 2026, and conduct a review of the first session of the 16th National Assembly while providing initial opinions on preparations for the second sitting.

Opening the meeting, National Assembly Chairman Man said the first session of the newly elected legislature had been held within a short timeframe but completed a significant volume of critical work.

The National Assembly finalised high-level personnel appointments, elected and approved key positions under its authority, and promptly reviewed and decided on major institutional and policy matters aimed at implementing the Party’s strategic directions and creating new momentum for national development.

During the first session, the National Assembly Standing Committee also convened its first meeting to finalise personnel arrangements within National Assembly bodies, review revised draft laws and resolutions, and address urgent issues added to the legislative agenda.

The top legislator praised the responsibility and coordination shown by members of the Standing Committee, the Ethnic Council, National Assembly committees, government agencies and professional units under the National Assembly Office, saying their efforts contributed significantly to the success of the session.

He noted that the second sitting of the Standing Committee would be held in a streamlined and focused manner within a single morning and would center on three key issues.

The committee will accordingly consider amendments to the Ordinance on the consolidation of Legal Normative Documents, aimed at updating legal regulations in line with practical needs and implementing the Party Central Committee’s conclusions on improving the legal system structure.

Key lawmakers will review reports on voter petitions and public concerns during March and April 2026 - a period marking the transition between legislative terms.

Chairman Man stressed the importance of assessing how authorities have handled recommendations and urgent concerns raised by voters and citizens during the recent period.

The Standing Committee will also review the outcomes of the first session of the 16th National Assembly and discuss preparations for the second session.

He urged members to candidly evaluate both achievements and shortcomings, especially issues such as delays in submitting documents and procedural shortcomings that occurred during the first session, in order to avoid repetition in future meetings.

Regarding legislative work, the National Assembly Chairman called on the Government and ministries to strictly comply with the revised Law on Promulgation of Legal Normative Documents, particularly regulations concerning deadlines and the quality of submitted documents and materials.

He also requested the Government to urgently issue detailed implementation guidelines for newly adopted laws and resolutions, emphasising the principle of avoiding delays or legal gaps in enforcement.
