Lawmakers propose solutions to sustain double-digit growth momentum
VOV.VN - The National Assembly on April 21 is set to discuss socio-economic development and key reforms, with lawmakers expected to put forward solutions aimed at achieving double-digit growth this year.
During a plenary session on April 20, legislators highlighted new growth drivers centred on science, technology, innovation and digital transformation, describing them as key to boosting productivity, strengthening economic resilience and enhancing national competitiveness amid global uncertainties.
Tran Van Khai, Vice Chairman of the National Assembly’s Committee on Science, Technology and Environment, stressed that in the face of unpredictable trade and geopolitical risks, public investment must be not only faster but also “smarter”.
He called for prioritising investment in digital infrastructure, energy systems and innovation ecosystems to support sustainable growth and improve living standards.
Khai also proposed reforming the implementation of digital projects by developing a list of key national projects aligned with the country’s overall architecture, adopting modular approaches, open standards and output-based evaluation mechanisms. He further suggested shifting toward results-based procurement to shorten project cycles and reduce the risk of technological obsolescence.
Meanwhile, deputy Trinh Xuan An from the National Assembly’s Committee on National Defence, Security and Foreign Affairs noted that the current institutional environment remains insufficiently conducive to the growth of small and medium-sized enterprises (SMEs).
He said businesses may be able to cope with market risks, but legal uncertainties continue to pose significant challenges.
An called for a shift from a “management mindset” to a “support-oriented approach”, focusing on reducing compliance costs and legal risks while introducing practical support mechanisms to improve SMEs’ access to capital, land and value chains.
Deputy Pham Trong Nhan from Ho Chi Minh City also emphasised the importance of the private sector, saying stronger legal safeguards are needed to enable it to fully play its role as a key driver of economic development.
Similarly, deputy Hoang Minh Hieu from Nghe An province urged the Government to accelerate administrative reforms, shifting from procedural simplification to more substantive cuts.
“In the short term, priority should be given to reviewing procedures that directly affect businesses and citizens, particularly in areas such as land, investment, construction and environment,” he said.
