Lawmakers debate Constitutional amendments in Hanoi today
VOV.VN - Deputies to the National Assembly debated a draft resolution on supplements and amendments to certain articles of the 2013 Constitution at its ongoing ninth session in Hanoi on May 14.

The amendment is a matter of great importance, aimed at promptly institutionalising the conclusions and directives of the Party Central Committee, the Politburo, and the Secretariat of the Party regarding the streamlining and restructuring of the political system’s organisational apparatus.
The deputies examine amendments to certain provisions related to the Vietnam Fatherland Front and political–social organizations; and administrative units and the organisation of local government.
The Committee for drafting amendments to the 2013 Constitution proposed that the resolution include an official declaration on the termination of operations of district-level administrative units, and organisational adjustments for the 2021–2026 term of People’s Councils and People’s Committees where district-level units are no longer in place.
The legislation will also include transitional provisions on the appointment of officials for People’s Councils, People’s Committees, and heads/deputy heads of delegations of National Assembly deputies during the rearrangement of provincial and commune-level administrative units in 2025.
Vietnam is undertaking a scheme on restructuring the administrative apparatus, by merging provincial and commune-level administrative units and eliminating the district-level units in order to establish a two-tier local government structure.
Under the 2013 Constitution, administrative units are divided into provincial, district, and commune levels, along with special administrative units established by the National Assembly. Any establishment, dissolution, merger, division, or adjustment of administrative boundaries must follow legal procedures and incorporate public consultation.
Public consultation on the draft resolution officially began on May 6, 2025 and is set to conclude on June 5, 2025. The process is being carried out in a democratic and substantive manner, through various diverse formats and with enhanced application of information technology, to ensure that it facilitates wide public participation across all social strata.
Based on the feedback from citizens, relevant sectors and levels of government, and opinions of National Assembly deputies, the Committee and related agencies will revise and finalise the draft Resolution.
The revised version will be presented for a second discussion by the National Assembly before being submitted for approval on June 24, 2025.
