Vietnam to amend 8 articles of Constitution to support apparatus streamlining
VOV.VN - The National Assembly is expected to amend and supplement about 8 out of 120 articles of the 2013 Constitution to support ongoing apparatus streamlining efforts, and Constitutional amendments are expected to be completed by June 30.

The National Assembly Standing Committee has sent a proposal on Constitutional amendments to all deputies to the legislature for consideration before the matter will be debated at the coming national Assembly session, due to start in early May.
According to the Standing Committee, the amendments are part of efforts to institutionalise Party directives, improve the political system’s efficiency, and support long-term national development strategies.
They also aim to restructure the Vietnam Fatherland Front and socio-political organisations to make them more efficient, and to refine the two-tier local government model to ensure smooth transitions in local governance.
The Standing Committee proposed the use of a National Assembly Resolution - a form used in previous Constitutional amendments in 1959, 1980, 1992 and 2001.
A drafting committee, headed by the Chairman of the National Assembly, will be formed to develop the amendment text, collect public and sectoral feedback, and present it for two rounds of parliamentary discussion before the final vote.
The resolution will be adopted before June 30, and the amended Constitution is expected to take effect from July 1 this year.
Vietnam is undertaking a scheme on restructuring the administrative apparatus, by merging provincial and commune-level administrative units and eliminating the district-level units in order to establish a two-tier local government structure.
Under the 2013 Constitution, administrative units are divided into provincial, district, and commune levels, along with special administrative units established by the National Assembly. Any establishment, dissolution, merger, division, or adjustment of administrative boundaries must follow legal procedures and incorporate public consultation.
