Vietnam begins public consultations on amendments to the 2013 Constitution
VOV.VN - Vietnam on May 6 launched a nationwide public consultation process on proposed amendments to the 2013 Constitution to gather feedback from all sectors of society to ensure that any constitutional changes reflect the will and interests of the country.

This marks a significant step in the country’s efforts to enhance its legal and institutional framework in line with socio-economic developments and the aspirations of its people.
At the first meeting of the Committee for Drafting Amendments to the 2013 Constitution in Hanoi n May 5, National Assembly Chairman Tran Thanh Man, who also serves as head of the committee, emphasised the historic significance and importance of amending the Constitution. He called for the urgent implementation of the plan to organise public consultations across all levels and sectors.
He directed that communication and outreach efforts should be renewed to encourage active participation from all segments of society, including the public, officials, Party members, experts, scientists, and the entire political system.
The Chairman urged the effective use of information technology in collecting public input, specifically through the VNeID digital platform.
He further requested that members of the Committee closely monitor public opinion, especially among officials and Party members, and ensure consistent follow-up and oversight throughout the consultation process.
Vietnam is undertaking a scheme on restructuring the administrative apparatus, by merging provincial and commune-level administrative units and eliminating the district-level units in order to establish a two-tier local government structure.
Under the 2013 Constitution, administrative units are divided into provincial, district, and commune levels, along with special administrative units established by the National Assembly. Any establishment, dissolution, merger, division, or adjustment of administrative boundaries must follow legal procedures and incorporate public consultation.
The National Assembly is expected to amend and supplement about 8 out of 120 articles of the 2013 Constitution to support ongoing apparatus streamlining efforts, and Constitutional amendments are expected to be completed by June 30.
