Constitutional amendments to be debated at NA Standing Committee session

VOV.VN - The Standing Committee of the National Assembly is scheduled to convene its 44th session in Hanoi from April 14 to 28, focusing on law-making, including Constitutional amendments, according to the Office of the National Assembly.

High on the agenda will be discussions on Constitutional amendments to support provincial and commune level administrative restructuring. Key lawmakers will review proposals to amend the 2013 Constitution, establish a draft committee on Constitutional amendments, and consult public opinion on the draft amendments.

Under the 2013 Constitution, administrative units are divided into provincial, district, and commune levels, along with special administrative units established by the National Assembly. Any establishment, dissolution, merger, division, or adjustment of administrative boundaries must follow legal procedures and incorporate public consultation.

The lawmakers will also debate other draft laws on atomic energy (amended); science, technology, and innovation; extradition; transfer of prisoners; and judicial assistance (civil and criminal). They will examine amendments to laws on efficient energy use; credit institutions; election of National Assembly and People’s Council deputies; enterprises; and public investment, public asset management, customs, PPP investment, import-export tax, and nationality.

In addition, the lawmakers will give opinions on a number of draft resolutions, including those on the establishment of international financial centres; tuition fee exemption for public preschool and school students from 2025–2026; special mechanisms for social housing development; VAT reduction for the second half of 2025 and 2026; and land rent reduction in 2025.

Among other things, the lawmakers will examine reports salary reform and social allowances; economic and budget performance in 2024 and early 2025; budget allocations in 2025 with a focus on science, innovation, digital transformation; and local and central budget revenue and expenditure after provincial mergers.

The session will be held in two phases, with the first lasting from April 14–17 and the second from April 22 – 28, with a break from April 18-21.
