Constitutional amendments to be considered at National Assembly in May
VOV.VN - The National Assembly will convene its ninth session early in May and Constitutional amendments will be part of the session’s working agenda, according to National Assembly Vice Chairman Nguyen Khac Dinh.

Addressing a meeting on March 7 to concretise the enforcement of laws recently approved by the National Assembly, Dinh pointed out that the Politburo and the Secretariat of the Party have issued Conclusions No. 126 and 127, outlining key tasks to be implemented immediately in 2025, particularly in the early months of the year.
The Politburo and the Secretariat have requested a study on amending and supplementing certain provisions of the Constitution related to the organization of the political system.
In addition, relevant laws need to be revised to be implemented after constitutional amendments, with a focus on eliminating intermediate administrative levels (district-level) and restructuring local government into a two-tier system.
Furthermore, plans must be developed to streamline the commune-level administration, define its functions and responsibilities under the new model, and propose the merger of certain provincial administrative units.
This is an important and complex task that must be carried out urgently, stressed Dinh.

He revealed that a report will be submitted to the Politburo in early March, followed by further refinement and submission to the Party Central Committee in early April, before being presented to the National Assembly at its nine session, scheduled to convene in early May 2025.
The National Assembly Standing Committee is ready to work at any time to address these issues, he affirmed.
The 2025 legislative agenda currently includes 27 draft laws and resolutions for the coming session, with the possibility of adding more to facilitate the restructuring of the political system in alignment with constitutional amendments.
The National Assembly Standing Committee will closely collaborate with the government and relevant ministries from the outset to ensure high-quality legislation, broad consensus, and the swift implementation of laws and resolutions in practice, he said.
At the recent extraordinary session, the National Assembly approved the Law on Government Organisation and the Law on Organization of Local Government. It also issued a Resolution on the structure of the Government, which took effect immediately, with the new administrative apparatus starting operations from March 1.
At the same time, the legislature also passed a Resolution regulating the handling of several issues related to the restructuring of the state apparatus.
