NA Chairman chairs meeting on amendments to 2013 Constitution

VOV.VN - National Assembly (NA) Chairman Tran Thanh Man chaired a meeting of the NA Party Committee’s Standing Board to review a draft proposal on amendments and supplements to the 2013 Constitution on March 24 in Hanoi.

The proposed amendments aim to streamline the organizational structure of the political system. The meeting also discussed a draft report on institutional improvements to support this restructuring process.

In his speech, NA Chairman Tran Thanh Man emphasized that this was the second time the Party Committee Standing Committee gave opininon on these issues. Given their significance, thorough and careful deliberation is required. He noted that well-established and clearly defined matters, which have been tested in practice, would be incorporated into the draft.

The top legislator stated that the Politburo has set a tight deadline for submission to the Party Central Office, which will review the proposals before they are presented at the 11th Plenum of the Party Central Committee, scheduled for early April 2025.

He underscored the complexity and importance of the amendments, stressing that the process involves a substantial workload and the coordination of multiple agencies and organizations. This aligns with the Party’s policy of streamlining and reorganizing the political system.

Chairman Tran Thanh Man stressed the need for a cautious yet objective, democratic, scientific, and effective approach to constitutional amendments, requiring a rigorous and high-quality process based on innovative and breakthrough thinking.

He also highlighted the mechanisms to ensure expert, scholarly, and public participation. The public consultation process is expected to last one month, followed by a five-day period for review and summarization.  Due to the scale and significance of the work, multiple agencies and organizations are responsible for contributing to the proposed restructuring of the political system.

The NA leader hailed the Standing Committee on Legal and Judicial Affairs for its swift and thorough efforts in coordinating research, incorporating feedback, and refining the draft proposal. The draft focuses on six key areas and reviews 58 Party documents, 12 constitutional articles from the 2013 Constitution, and 421 legal documents. The proposal is comprehensive, consisting of nine sets of documents, while the draft report presents clear policy options alongside three appendices.

Man affirmed that preparations have been methodical and well-structured, with relevant agencies and organizations demonstrating greater responsibility and engagement. Sixteen agencies and organizations have submitted feedback, all of which generally support the core contents of the proposal. As a result, the initial process of gathering and addressing feedback has yielded positive progress.

During the meeting, members of the NA Party Committee's Standing Board along with representatives from Party committees, ministries, and agencies, reviewed summary reports and provided feedback on the two draft proposals.
