Vietnam reaffirms China ties as top strategic priority
VOV.VN - Vietnam considers the consolidation and development of relations with China a consistent policy, an objective necessity and a top strategic priority, Prime Minister Pham Minh Chinh reaffirmed while receiving Chinese Ambassador to Vietnam He Wei in Hanoi on February 8.
Briefing the ambassador on key outcomes of the recent 14th National Congress of the Communist Party of Vietnam (CPV), the Prime Minister thanked the Communist Party of China for its congratulatory message and the exchange of special envoys between the two parties following the congress. He reiterated Vietnam’s independent, self-reliant foreign policy of peace, friendship, cooperation and development, with diversification and multilateralization of external relations.
The PM stressed that Vietnam stands ready to work with China to further strengthen the political, material and social foundations of bilateral ties.
Ambassador He, for his part, congratulated Vietnam on the successful organisation of the 14th Party Congress and on the country’s major development achievements in recent years. He expressed confidence that under the leadership of the CPV Central Committee headed by General Secretary To Lam, Vietnam would successfully implement the goals set by the congress and achieve its two centenary development milestones by 2030 and 2045.
Both sides hailed positive progress in Vietnam–China relations in 2025 and agreed to continue implementing high-level common understandings between the two parties and countries. They noted advances under the framework of “six more,” including closer high-level strategic exchanges, deepening political trust, expanded cooperation mechanisms and breakthroughs in practical cooperation.
Bilateral trade reached a record high in 2025, while progress accelerated on three standard-gauge railway projects connecting the two countries. Tourism and people-to-people exchanges also recovered strongly, particularly between localities along the shared border.
The Prime Minister highlighted the significance of the recent phone call between General Secretary To Lam and General Secretary and President Xi Jinping shortly after the 14th Party Congress, calling on the two sides to swiftly translate high-level consensus into concrete actions from the start of 2026.
He urged closer coordination to promote balanced and sustainable trade, expand market access for Vietnamese agricultural products, accelerate railway and transport connectivity, and deepen cooperation in science and technology, digital economy and green growth. He also called for enhanced cooperation in border management and the peaceful handling of maritime issues in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS).
Ambassador He reaffirmed that China attaches great importance to relations with Vietnam and is ready to intensify high-level exchanges, expand cooperation in key sectors and work with Vietnam to manage differences, maintain stability and foster a peaceful environment conducive to development for both countries.
The meeting took place ahead of the Lunar New Year of the Horse and followed the success of the 14th National Congress of the Communist Party of Vietnam, which set out Vietnam’s long-term development vision toward becoming a socialist-oriented developed country.
On the occasion of the coming Lunar New Year, Prime Minister Pham Minh Chinh asked Ambassador He Wei to convey New Year greetings and warm regards from Vietnam’s senior leaders to General Secretary and President Xi Jinping, Premier Li Qiang, Chairman of the National People’s Congress Zhao Leji and Chairman of the Chinese People’s Political Consultative Conference Wang Huning.
