Vietnam, China reaffirm Party-to-Party exchange mechanisms after 14th Congress

VOV.VN - Vietnam places top priority on relations with China and stands ready to further advance Party-to-Party cooperation following the 14th National Party Congress, Foreign Minister Le Hoai Trung said at a meeting with Liu Haixing, a member of the Communist Party of China (CPC) Central Committee and head of its International Department, in Hanoi on January 30.

The meeting followed earlier talks between Party General Secretary To Lam and Liu Haixing, who also serves as the special envoy of Chinese Party General Secretary and President Xi Jinping.

The Chinese special envoy visited Vietnam to convey congratulations on the successful conclusion of the 14th National Congress of the Communist Party of Vietnam (CPV).

On the occasion, the two sides convened the first meeting under the mechanism between the Party Secretary of Vietnam’s Ministry of Foreign Affairs and the Head of the CPC Central Committee’s International Department.

At the talks, Liu Haixing warmly congratulated the CPV on the successful organisation of its 14th National Congress, describing it as a congress of historic significance in Vietnam’s new development era. He also congratulated Le Hoai Trung on his election to the Politburo of the 14th CPV Central Committee.

Liu underscored that the CPC Central Committee and General Secretary and President Xi Jinping support the CPV Central Committee, led by General Secretary To Lam, in guiding the Vietnamese people to effectively implement the resolution of the 14th National Congress and pursue a path of socialism suited to Vietnam’s national conditions.

Thanking Liu for his congratulations, Le Hoai Trung outlined the overall outcomes of the 14th National Congress, saying it set goals and task orientations for the 2026-2030 term while identifying strategic issues shaping Vietnam’s future development in the new era.

He highlighted the innovative and breakthrough elements of the congress documents, saying they demonstrate a deeper and more comprehensive development in theoretical thinking and the Party’s leadership line, as well as strong unity of will across the Party and among the Vietnamese people. He added that the congress, for the first time, defined foreign affairs and international integration, alongside national defence and security, as key and regular tasks, and reaffirmed Vietnam’s consistent foreign policy of independence, self-reliance, peace, cooperation and development, diversification and multilateralisation of external relations, and proactive, responsible participation in dealing with regional and global affairs.

Reaffirming the high priority attached to Vietnam-China relations, the two sides reviewed recent cooperation and discussed steps to implement high-level agreements and common perceptions, particularly those reached by the two Party General Secretaries during their telephone talks on January 26.

Le Hoai Trung proposed that both sides ensure effective high-level exchanges, make fuller use of Party-to-Party mechanisms, strengthen coordination at multilateral party forums, continue cooperation in cadre training, expand exchanges on theoretical research and governance experience, organise online dialogues on issues of mutual interest, and conclude cooperation programmes between the two Parties for the new period.

Welcoming the proposals, Liu Haixing said the CPC Central Committee’s International Department would work closely with the Party Committee of Vietnam’s Ministry of Foreign Affairs to sustain coordination between the external agencies of the two Parties and countries, and to contribute to the development of bilateral relations.

The two sides also consented to bolster multilateral coordination and handle differences appropriately on the basis of high-level common perceptions and in accordance with international law.
