Vietnam explores development cooperation opportunities in Morocco
VOV.VN - Vice Chairman of the National Assembly of Vietnam Nguyen Duc Hai and Deputy Prime Minister Le Thanh Long paid a working visit to Tangier, a northern city of Morocco, on July 26 to explore its development model, with a focus on high-speed rail, logistics and city-level cooperation.

During a meeting in the locality, Oulaid Lemsafer, Governor of the Tangier Region, noted that Morocco and Vietnam enjoy a strong and longstanding relationship spanning nearly 65 years, with fruitful cooperation across multiple fields. He affirmed that deepening relations with Vietnam is a priority not only at the national level but also across Moroccan localities.
Lemsafer highlighted the significant potential for cooperation between the two countries, not only in traditional areas but also in emerging sectors such as public transportation, port infrastructure, high-speed rail, and urban planning. He encouraged both sides to explore new avenues to fully unlock these opportunities in ways that benefit both countries.
Vice Chairman Nguyen Duc Hai expressed his strong impression following a high-speed train journey from Rabat to Tangier, a visit to the central high-speed rail station in Rabat and the maintenance centre in Tangier. These experiences, he said, provided valuable insights into Morocco’s strategic vision for modern infrastructure, led by King Mohammed VI, particularly in transport and urban connectivity.
Recognising Morocco’s strategic role as a gateway to Africa, Hai affirmed Vietnam’s interest in fostering a comprehensive partnership that encompasses economy, trade, investment, and culture. He also noted Vietnam’s willingness to serve as a bridge for Morocco to expand ties with Southeast Asia.

Highlighting locality-to-locality diplomacy, Hai praised the growing partnership between Tangier and Da Nang – the two coastal cities that signed a memorandum of understanding in March 2019 to establish friendship and cooperation in infrastructure, logistics, and urban development. He emphasised that Vietnam’s National Assembly recently passed a resolution supporting the establishment of an international financial centre based in Ho Chi Minh City and Da Nang, along with the creation of the country’s first free trade zone in Da Nang.
During the meeting, Doan Ngoc Hung Anh, Vice Chairman of the Da Nang People’s Council, shared insights into the city’s development, following its administrative and territorial expansion through integration with parts of former Quang Nam province. He highlighted Da Nang’s strengths and expressed hopes to deepen cooperation with Tangier in port operations, tourism, smart urban planning, and urban rail development. He also stressed the importance of business connectivity and investment promotion between the two cities.
Their fact-finding trip to Tangier is part of the working visit to Morocco by National Assembly Chairman Tran Thanh Man at the invitation of Rachid Talbi Alami, Speaker of the House of Representatives of Morocco.
