Vietnam boosts parliamentary cooperation with partners through NA Chairman’s trip
VOV.VN - The nine-day working trip to Switzerland, Morocco, and Senegal which included participation in the sixth World Conference of Speakers of Parliament, led by National Assembly Chairman Tran Thanh Man concluded on July 30, exceeding expectations and leaving a strong impression both multilaterally and bilaterally.
Deputy Minister of Foreign Affairs Dang Hoang Giang, who accompanied the NA Chairman, made the statement in an interview granted to the press following the trip.

Through bilateral talks, meetings, and exchanges, Giang said, senior leaders of the visiting countries expressed deep admiration for Vietnam’s socio-economic development achievements and affirmed their high regard for relations with Vietnam. They emphasised the strong and growing ties that bring practical benefits to the people of each country and agreed to support each other at international and multilateral forums, especially within the framework of the United Nations.
The leaders also committed to upholding international law, resolving disputes and conflicts peacefully, contributing to maintaining peace, stability, cooperation, and sustainable development in their regions and globally. They pledged to develop their relations with Vietnam more deeply and effectively.
Senegalese leaders said Senegal is ready to facilitate Vietnamese technology and service enterprises to invest and operate in the country. The President of Senegal also requested that Vietnam consider soon establishing a diplomatic mission in the capital, Dakar.
Moroccan leaders expressed support for both countries to promptly study and negotiate a new trade agreement. They proposed upgrading the bilateral cooperation framework and exploring the possibility of establishing a joint cooperation mechanism involving the parliaments, ministries, sectors, and businesses of both countries.
In Senegal, the two sides launched a Parliamentary Friendship Group, chaired by the Vice Chairman of the Senegalese National Assembly and the Deputy Secretary of the Party Committee of the Vietnamese National Assembly.
Policy dialogues held in Senegal and Morocco attracted strong participation from businesses of their countries. Eight agreements were signed, including important framework documents that will guide future relations between Vietnam and the two countries in various fields, such as parliamentary cooperation and agricultural cooperation. In addition, specific economic agreements were signed, notably a contract to purchase 100,000 tonnes of rice per year between Vietnam and Senegal.

In Switzerland, the leaders of both parliamentary houses voiced their strong support for resuming free trade agreement negotiations between Vietnam and the European Free Trade Association (EFTA), of which Switzerland is a member, in 2025. This aims to boost bilateral trade growth to match the potential and strengths of both countries.
The two sides also exchanged views on legislation, oversight, and decision-making on major national issues. Switzerland’s expertise in developing international financial centres and fintech-banking technologies has helped Vietnam define its vision and orientation for establishing an appropriate legal framework in these fields, contributing to perfecting Vietnam’s legal system to meet the demand of rapid and sustainable development in the new era.
At a workshop on recommendations for building and operating an international financial centre in Vietnam, the two sides signed four cooperation agreements between the Ministry of Finance and the Swiss Fintech Association and the Vietnam-Switzerland Economic Forum, as well as between Vietnamese banks and the Swiss Trade Data Supervision Company.
During the visits to the three countries, NA Chairman Man had meetings with representatives of the Vietnamese communities there. He was pleased to see that Vietnamese expatriates there stay united, closely connected, and wholeheartedly devoted to their homeland. Through the meetings, the communities gained a deeper understanding of the Party and State’s consistent policy, which regards overseas Vietnamese as an inseparable part of the Vietnamese nation.

While staying in Switzerland on July 29-30, NA Chairman Tran Thanh Man attended the sixth World Conference of Speakers of Parliament organised by the Inter-Parliamentary Union (IPU) in collaboration with the United Nations. Deputy Minister Giang noted that Chairman Man’s participation in the IPU event demonstrates Vietnam’s responsible and active role in multilateral activities and reaffirms its strong commitment to multilateralism amid various challenges faced by the United Nations and other multilateral mechanisms.
In his keynote speech at the plenary session, NA Chairman Man delivered a message of promoting parliamentary cooperation, solidarity, and multilateralism for the benefit of all people worldwide. He emphasised the irreplaceable role of multilateralism in fostering peace, security, sustainable development, and innovation. He also highlighted the importance of parliamentary cooperation in ensuring the rule of law, adherence to international law, fulfilling international commitments, building trust, and finding sustainable solutions to current global challenges.
NA Chairman Man called on parliaments worldwide to uphold core human values such as peace, justice, equality, and sustainability, placing the people’s interests at the centre and jointly overcoming differences and challenges for a better future for all.
His speech received broad support from other delegation leaders and generated a strong positive impact at the conference, said Giang.
On the sidelines of the conference, NA Chairman Man and other leaders of the National Assembly and Government of Vietnam held dozens of meetings with parliamentary leaders and UN officials, helping to enhance mutual understanding and political trust, contributing to deeper and more comprehensive international cooperation, especially through parliamentary channels.
The NA Chairman shared in-depth perspectives on major international issues and proposed promoting bilateral cooperation in key fields where both sides have strengths, such as trade and investment, science and technology, and innovation.
Notably, the Vietnamese leaders urged European parliaments to expedite the ratification of the EU-Vietnam Investment Protection Agreement (EVIPA) and to advocate for the European Commission to lift the “yellow card” related to illegal, unreported, and unregulated (IUU) fishing against Vietnam.
The leaders of foreign countries highly appreciated the proactive and responsible role of Vietnam’s National Assembly in multilateral forums and expressed their desire to continue close, practical, and effective cooperation with Vietnam.
These activities have further elevated Vietnam’s and its National Assembly’s stature and image on the international stage, concluded the Deputy Foreign Minister Giang.
