Vietnam and Russia outline cooperation orientations in Hanoi
VOV.VN - Vietnam and Russia reviewed bilateral cooperation and outlined orientations during a political consultation between the two countries’ Ministries of Foreign Affairs in Hanoi on February 21.

The consultation was co-chaired by Deputy Foreign Minister Le Thi Thu Hang of Vietnam, and Deputy Foreign Minister A. Rudenko of Russia, during the latter’s Vietnam visit on February 20-21.
Both sides reviewed progress in implementing agreements between the leaders of the two countries, coordinated efforts to advance these agreements, and exchanged views on strengthening bilateral relations between the two foreign ministries.
They expressed satisfaction of the positive developments in the Vietnam-Russia Comprehensive Strategic Partnership through frequent high-level exchanges and meetings, which have laid a strong foundation for deepening bilateral ties.
Both sides reaffirmed their commitment to maintaining and strongly promoting cooperation in all fields, including politics, economy and trade, defense and security, science and technology, education and training, culture, and tourism.
They stressed the importance of effectively implementing the Vietnam-Eurasian Economic Union Free Trade Agreement and expediting priority cooperation projects. They also emphasized the need for thorough preparations for upcoming high-level visits in 2025, a special year marking the 75th anniversary of diplomatic relations and other major national celebrations.
Regarding international and regional affairs, both sides agreed on the need for increased dialogue, information exchange, and mutual support in international organizations and multilateral forums, including the United Nations. They pledged to work together to promote peace and stability in the Asia-Pacific region and globally while protecting the interests of both nations.
Hang reaffirmed Vietnam’s support for international mediation efforts aimed at finding a long-term peaceful solution to the Russia-Ukraine conflict with the participation of all relevant parties.
She also expressed gratitude to the Russian Foreign Ministry for its continued support of the Vietnamese community living, working, and studying legally in Russia. She urged Russia to maintain favourable conditions for Vietnamese citizens, ensure their safety and security, and consider visa exemptions for ordinary Vietnamese passport holders.
Such measures would facilitate tourism, family visits, and business opportunities, further contributing to strengthening bilateral ties, she said.
She also held that the Vietnamese Ministry of Foreign Affairs would continue to coordinate closely with Russian authorities to support and protect Russian citizens residing, working, and studying in Vietnam.

The two deputy ministers agreed to maintain the political consultation mechanism to enhance mutual understanding, advance relations between their respective foreign ministries, and effectively coordinate bilateral relations in line with high-level agreements. They emphasized their commitment to elevating Vietnam-Russia ties to new heights, commensurate with the Comprehensive Strategic Partnership framework.
On the same day, Standing Deputy Foreign Minister Nguyen Minh Vu met with Russian Deputy Foreign Minister A. Rudenko who expressed Russia’s desire to develop a dynamic and substantive Comprehensive Strategic Partnership across all fields with Vietnam.
Vu for his part commended the effective consultation mechanisms that have facilitated information exchange and multifaceted cooperation between the two countries and their foreign ministries. He encouraged both sides to continue proposing initiatives and concrete solutions to effectively implement high-level commitments and agreements.
The two officials discussed ways to strengthen Vietnam – Russia cooperation in key areas such as politics, defense and security, economy and trade, energy and oil and gas, science and technology, transportation, and cultural exchanges.
Vu appreciated Russia’s support of Vietnam’s stance on regional issues and hoped for continued Russian support in maintaining a peaceful and stable environment for cooperation and development in the Asia-Pacific region.
