Vietnam-Russia relations flourish across all fields
VOV.VN - Both Vietnam and Russia have more opportunities to forge their Comprehensive Strategic Partnership built in 2012 to make their cooperation deeper, more substantial and more effective, according to Vietnamese Ambassador to Russia Dang Minh Khoi.
In celebration of the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations (January 30, 1950 - 2025), Ambassador Khoi discussed the current status of bilateral ties and factors promoting cooperation in an interview granted to Moscow based VOV correspondents.
VOV: What is the significance of Vietnam - Russia relations for both countries in the current context?
Ambassador Khoi: Since the establishment of diplomatic relations on January 30, 1950, Vietnam’s relations with the former Soviet Union and now the Russian Federation have remained strong and have deepened across all fields. During Vietnam’s struggle for independence and subsequent national construction, the Vietnamese Party, State, and people received steadfast support from the Soviet Union. During his lifetime, President Ho Chi Minh reminded that the Vietnamese revolution should remember such heartfelt support and valuable assistance.
Today’s Vietnam-Russia relations inherit the special friendship between Vietnam and the Soviet Union. Despite a temporary interruption due to significant changes in the former Soviet Union and Russia in the early 1990s, bilateral relations have made significant strides, continuing the tradition of mutual support. In 1994, both countries signed the Treaty on the Fundamental Principles of Friendship, establishing a legal framework based on mutual respect for independence, sovereignty, territorial integrity, non-interference, equality, and mutual benefit under international law. Over time, the relations have evolved from a Strategic Partnership in 2001 to a Comprehensive Strategic Partnership in 2012.
Reflecting on the past 75 years, both countries take pride in their achievements, particularly the strong bonds of mutual respect and goodwill shared by their peoples. These sentiments, coupled with valuable experiences in cooperation, provide a solid foundation for elevating Vietnam-Russia cooperative ties to new heights across fields such as politics, diplomacy, trade, defense, culture, technology, education, and people-to-people exchanges.
VOV: What tasks lie ahead for Vietnam-Russia relations, and what factors drive this cooperation forward?
Ambassador Khoi: In this new phase, Vietnam-Russia relations face significant opportunities as well as challenges. Sustained and effective development of the Comprehensive Strategic Partnership requires prioritizing mutual political trust through regular exchanges of high-level delegations. Cooperation across Party, State, government, parliamentary, ministry, and local channels must be strengthened to align positions and support each other on international platforms.
Defense and security remain key pillars of the partnership. Both sides need to maintain and enhance existing agreements in defense, security, and military technology while also expanding cooperation in cybersecurity and counter-terrorism. Regular dialogues and close coordination in regional and international forums will allow both countries to tackle non-traditional security challenges such as climate change, natural disasters, and pandemics.
I think high-level leadership plays a decisive role in advancing bilateral ties. Regular visits and interactions create momentum for cooperation. It’s necessary to strengthen dialogue at all levels, especially at the top, to timely resolve emerging issues and identify new opportunities. In addition, refining the legal framework for economic, trade, and investment cooperation is critical. Both sides should review and adjust bilateral agreements to fit current contexts and enhance their effectiveness.
It’s true that businesses also play a crucial role in implementing cooperation projects. Therefore, it is imperative to encourage Vietnamese and Russian enterprises to collaborate and invest in potential sectors. Through business forums, trade fairs, and promotional activities, both sides can uncover new cooperation opportunities.
VOV: How would you assess Vietnam-Russia cooperation at multilateral and regional forums?
Ambassador Khoi: Vietnam and Russia have a tradition of close coordination and mutual support at multilateral and regional forums, underpinned by shared views on many international and regional issues. This cooperation reflects not only their Comprehensive Strategic Partnership but also their shared responsibility to maintain global and regional peace, stability, and development.
At the United Nations (UN), both countries cooperate closely, especially on matters of international peace, security, and sustainable development. They share common stances on major issues such as combating terrorism, promoting human rights, and supporting multilateralism. Vietnam has benefited significantly from Russia's backing, particularly during its tenure as a non-permanent member of the UN Security Council (2020-2021).
Within ASEAN mechanisms, Vietnam has facilitated Russia’s engagement with other ASEAN countries, helping to strengthen Russia's ties with Southeast Asia, and contribute to peace and stability in the Asia-Pacific region.
By leveraging their shared history, trust, and mutual interests, Vietnam and Russia continue to build a relationship that not only benefits their citizens but also contributes positively to the global community.
